<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, October 5, 2009 AT 6:30 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – October 5, 2009 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Huja, Council voted (Ayes: Dr. <br />Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. Absent for the vote: Ms. <br />Edwards) to meet in closed session for discussion and consideration of the acquisition of <br />real property located near David Avenue and near the Rivanna River and Fairway <br />Avenue for a public purpose, where discussion in an open meeting would adversely affect <br />the City’s bargaining position or negotiating strategy, as authorized by Section 2.2- <br />3711(A)(3) of the Virginia Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Dr. Brown, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – October 5, 2009 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Mr. Norris announced the City’s Safe Halloween event on October 31, and said <br />the City is seeking a donation of a holiday tree. He said he will bring up a proposed letter <br />regarding climate change legislation during other business. <br /> <br /> Ms. Edwards announced the Municipal Band’s free fall concert on October 18, <br />and the City and Health District’s second annual health summit. She said foster parents <br />are needed. <br />AWARDS/RECOGNITIONS <br />: RESOLUTION APOLOGIZING FOR MASSIVE <br />RESISTANCE <br /> <br /> Mr. Norris read the Resolution Apologizing for Massive Resistance and said it is <br />an effort by the City to address an historic wrong. He read the names of the twelve <br />African-American students who were the first to integrate Venable Elementary and Lane <br />High School. <br /> <br /> Mr. Huja said the apology is long overdue and he is glad to be a part of it. He <br />said it is the right thing to do. <br /> <br /> Mr. Taliaferro said it is time to step forward and try to atone for what happened <br />during massive resistance. He said it took a great deal of courage on the part of the <br />students. <br /> <br /> <br />
