<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, November 16, 2009 AT 6:30 p.m. IN THE Second Floor <br />Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – November 16, 2009 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Taliaferro, seconded by Dr. Brown, Council voted (Ayes: Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in <br />closed session for discussion and consideration of prospective candidates for appointment <br />to City boards and commissions, as authorized by Section 2.2-3711(A)(1) of the Virginia <br />Code; and for consultation with legal counsel regarding the negotiation of a cost sharing <br />agreement with the Albemarle County Service Authority, which requires the provision of <br />legal advice by such counsel, as authorized by Section 2.2-3711(A)(7) of the Virginia <br />Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Dr. Brown, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – November 16, 2009 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Mr. Norris announced that City Hall will be closed November 26 and 27; there <br />will be no trash collection on Thanksgiving; the Holiday Market will begin November <br />28; the Grand Illumination is November 20; and the Holiday Heritage Parade is <br />November 21. <br /> <br /> Ms. Edwards announced the kickoff of the Dialogue on Race on December 5. <br />AWARDS/RECOGNITIONS <br />: VML GO GREEN AWARD; ARBOR DAY <br />PROCLAMATION <br /> <br /> Mr. Norris presented the VML Go Green Award and Arbor Day proclamation. <br /> <br />PUBLIC <br /> <br /> Mr. John Pfaltz, 1503 Rugby Road, said the goal of the FY 11 budget should be to <br />reduce the tax rate by three cents. He said there should be no salary increase and the <br />minute taker for Neighborhood Development Services should be eliminated. <br /> <br /> Ms. Betty Mooney, 201 Sunset Avenue, said she attended the Richard Dreyfus <br />talk where he advocated civil dissent, but also said there must be outrage at injustice. She <br />said Council has been lied to by Tom Frederick about the cost of the dam. She asked <br />Council to look into the matter. <br /> <br /> <br />
