<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, December 7, 2009 AT 6:30 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – DECEMBER 7, 2009 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Huja, Council voted to meet in <br />closed session (Ayes: Dr. Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br />Absent for the vote: Ms. Edwards) for consultation with legal counsel regarding the <br />negotiation of a fire services agreement with Albemarle County, which requires the <br />provision of legal advice by such counsel, as authorized by Section 2.2-3711(A)(7) of the <br />Virginia Code; and for the discussion of a personnel matter which requires the protection <br />of the privacy of a specific individual in a personal matter not related to public business <br />as authorized by Section 2.2-3711(A)(4) of the Virginia Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Huja, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – DECEMBER 7, 2009 <br /> <br /> <br />ANNOUNCEMENTS <br /> <br /> Ms. Edwards announced Charlottesville High School’s Principal’s chat on <br />December 8, said that CRHA is in the midst of redevelopment of public housing sites and <br />will be giving input to HUD, and QCC walks against gun violence will begin on <br />Saturday. <br /> <br /> Mr. Huja said he will not be at the next meeting, and wanted to thank Mr. <br />Taliaferro for his service to the City. <br /> <br /> Mr. Norris thanked Maurice Jones, Ms. Edwards, and the Dialogue on Race <br />Steering Committee for the successful Dialogue on Race kick off meeting. He said that <br />the Fire Department is stepping up its efforts to distribute smoke detectors in response to <br />the fatality in October. He announced the Share the Love, Shop Local effort, the SPCA <br />th <br />blanket drive, the 4 annual food drive, and the holiday blood drive on December 21. <br /> <br />AWARDS/RECOGNITIONS <br />: DOWNTOWN MALL; SHOP CHARLOTTESVILLE; <br />2010 CENSUS PROCLAMATION <br /> <br /> Mr. Norris presented the Virginia Downtown Development Association Award of <br />Excellence for the mall renovation and the Shop Charlottesville Campaign. He said the <br />census proclamation will be considered at the end of the meeting. <br /> <br />PUBLIC <br /> <br /> Ms. Melissa Oliver, 2011 Pine Top Road, co-chair of Very Special Arts, <br />presented copies of the poetry book and listed VSA activities.
