<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, March 1, 2010 AT 6:45 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – March 1, 2010 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Ms. Szakos. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, Council voted (Ayes: Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Ms. Szakos. Noes: None) to meet in closed <br />session for discussion of appointments to City boards and commissions as authorized by <br />Section 2.2-3711 (A)(1) of the Virginia Code. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Ms. Szakos. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – March 1, 2010 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Ms. Szakos. <br /> <br />AWARDS/RECOGNITIONS <br />: GFOA Budget Award; Virginia Festival of the Book <br />and Sesame Street Anniversary Proclamations; Multiple Sclerosis Awareness Week <br /> <br /> Mr. Norris presented the GFOA Budget Award to Leslie Beauregard and Ryan <br />Davidson. <br /> <br /> Mr. Norris presented the Virginia Festival of the Book proclamation, the Sesame <br />Street Anniversary proclamation, and the Multiple Sclerosis Awareness Week <br />proclamation. <br /> <br />ANNOUNCEMENTS <br /> <br /> Ms. Edwards announced that scholarship applications from the Albemarle- <br />Charlottesville NAACP are available. <br /> <br /> Dr. Brown said that Warren St. John will be speaking about a refugee soccer team <br />at the Book Festival. <br /> <br /> Mr. Norris said census workers are beginning and this is “fix a leak” week in the <br />City. <br /> <br />PUBLIC <br /> <br /> Ms. Estella Knott, 808 Rockland Avenue, said Belmont is developing into a <br />vibrant neighborhood. She said it is better to fine tune the existing ordinance than change <br />it. She suggested that Council talk with a sound professional before acting. She said it <br />will have a dampening affect on music. She said 500 people have signed a petition in <br />opposition to the proposed noise ordinance. <br /> <br /> <br />
