Absent: Rev. Edwards. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, Council voted, with Rev. <br />Edwards absent, to meet in executive session for the purpose of consultation with legal <br />counsel and briefings by staff members, consultants or attorneys, pertaining to probable <br />litigation, or other specific legal matters requiting the provision of legal advice by counsel, as <br />authorized by Section 2.1-344(A)(7) of the Virginia Code. The substance of the matters to <br />be discussed can reasonably be identified as follows: changes in the form of local government <br />structure, and related alternatives. An executive session on this subject is also authorized by <br />Section 15.1-945.7(D) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />Ms. Slaughter, certified that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting requirements by Virginia law were <br />discussed in the executive meeting to which this certification resolution applies, and (ii) only <br />such public business matters as were identified in the motion convening the executive meeting <br />were heard, discussed or considered by the Council, with Rev. Edwards absent. <br /> <br />RESOLUTION: SUPPORTING VML/VaCo STUDY OF REVERSION <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Daugherty, the resolution supporting the <br />VML/VaCo study of reversion was unanimously approved, with Rev. Edwards absent. <br /> <br /> Ms. Slaughter said that the resolution is once again an indication of Council's <br />willingness to study the reversion issue and to work with the County on some of the issues, <br />including consolidation of services and the real needs Charlottesville has. <br /> <br /> Mr. Toscano noted that the resolution calls for the citizen petitioners to suspend their <br />efforts at collecting signatures only upon acceptance of the proposal by all parties. <br /> <br /> The meeting/w,a~, j ourned. <br />President <br /> <br /> <br />
