Edwards, Mr. Toscano. Absent: Ms. Slaughter and Mr. Yandever. <br /> <br /> Dr. Dorothea Shannon, Superintendent of Schools, presented information on the <br />School budget, noting that the amount of state revenue is still unknown. The budget includes <br />an 2.8% average salary increase, but no major new initiatives. <br /> <br /> Rev. Edwards asked why the City and school system cannot be under the same <br />insurance umbrella. <br /> <br /> Ms. Linda Seaman, School Board member, noted that the school system has a flex <br />comp cafeteria system, but felt that would not preclude discussing the issue. <br /> <br /> Mr. Gary O'Connell noted that the City is doing a major study of its benefits and <br />discussions could be held with the schools at the same time. Mr. O'Connelt said there may <br />also be potential opportunities with Albemarle County. <br /> <br /> <br />
