ORDINANCE: Conveyance of Jail Property to Jail Authority (carded over) <br /> <br />PUBLIC HEARING: ANNUAL TAX RATE <br /> <br />Mr. O'Connell noted that the annual tax rate is proposed to remain the same. <br /> <br />The public hearing was opened, but as there were no speakers, the hearing was closed. <br /> <br />PUBLIC HEARING: CITY MANAGER'S PROPOSED FY 96-97 BUDGET <br /> <br /> Mr. O'Connell said that the $59.3 million proposed BY 96-97 budget builds on solid <br />city services citizens have come to expect, and puts emphasis on the needs of today as well as <br />the financial impact of program on the City in the future. <br /> <br />The public hearing was opened. <br /> <br /> Mr. George Loper, 1822 Yorktown Drive, expressed support for Beating the Odds, a <br />pregnancy prevention program. <br /> <br /> Mr. Steve Friedman, 419 Moseley Drive, and a member of the Region Ten Community <br />Services Board, encouraged Council to support the $150,000 capital request by Region Ten, <br />as the City's share of the expansion of the newly purchased building at 800 Preston Avenue, <br />where Region Ten will consolidate its central offices and thereby improve services to its <br />clients. <br /> <br /> Ms. Irene Rephotz of Palmyra, representing the Blue Ridge Family Alliance for the <br />Mentally Ill, urged Council to support the capital funding request for Region Ten. <br /> <br /> Mr. Marshall Pryor, Chair of the Region Ten fund drive, said that the capital funding is <br />an investment the City will get back through tax revenues generated by the assessment on the <br />building. <br /> <br /> Mr. James R. Peterson, Executive Director of Region Ten, explained that Region Ten is <br />a multi-jurisdictional Board and the only Community Service Board in the state without its <br />own facility. Mr. Peterson said that the total cost for the project is $2.8 million, and <br />$150,000 is being sought from the City, to be paid over two years. Mr. Peterson noted that <br />Albemarle County has approved their share of the funding. <br /> <br />Ms. Margo Burton, supported the Camp Horizon and Beating the Odds programs. <br /> <br /> <br />
