44 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, March 27, <br />1996 AT 4:00 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget Work Session <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - March 27, 1996 <br /> <br /> Council met in special session on this date with the ~%llowing members present: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano (arrived late). Absent: Mr. <br />Vandever. <br /> <br /> Ms. Daugherty, Rev. Edwards, and Ms. Slaughter said they agree in principle with Mr. <br />Toscano's statement that the Council reserve does not necessarily need to be spent, but they <br />do not want to be bound by the statement. <br /> <br /> Councilors tentatively agreed to provide funding for the Charlottesville Free Clinic <br />($5,000), United Way Child Care ($10,429), and the Runaway Shelter Program ($1,317 - <br />one time funding). <br /> <br /> With regard to JAUNT fares, Mr. O'Connell said staff is recommending that the fare <br />policy be revised to return to residency based as opposed to origin based, but added that staff <br />does not have a recommendation on the actual fare increase. <br /> <br /> Rev. Edwards said he favors an incremental JAUNT fare increase, beginning with $1.25 <br />on July 1, $1.40 in 1997, and $1.50 in 1998. <br /> <br /> Councilors tentatively approved the incremental fare increase and a return to the <br />residency based fare policy for JAUNT. <br /> <br /> Councilors agreed to increase funding for Literacy Volunteers by $3,921 for one time <br />only. <br /> <br /> Ms. Linda Peacock, Budget Administrator, explained that MACAA and Adult <br />Education have submitted separate requests for funding for Families Learning Together and <br />have indicated that they will collaborate next year. <br /> <br /> Ms. Slaughter said she would like more information on the program and the number of <br />people served. <br /> <br /> Ms. Daugherty said she has confidence in the Beating the Odds program because of the <br />success of the Camp Horizon program on which it is based. <br /> <br /> Ms. Peacock said that the budget review team felt that existing pregnancy prevention <br />programs should be looked at rather than creating and funding separate programs, and noted <br />that the Albemarle County Board of Supervisors has recommended that the issue be <br />reconsidered by the CACY Commission. <br /> <br /> Mr. Steve Stem said that there are ties between Beating the Odds and Camp Horizon, <br />with the participants of Beating the Odds graduating to Camp Horizon. Mr. Stern said a <br />significant component is the Region Ten counselor who will serve both programs. <br /> <br /> Ms. Slaughter said she has heard that Beating the Odds was developed with a very <br />involved process that included many people, and she will support funding for it.
