91 <br /> <br />COUNCIL CHAMBER - June 3, 1996 <br /> <br /> Council met in regular session on this date with the following members present: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> Mr. Toscano presented Rev. Edwards with a proclamation thanking him for his years <br />on service as Rev. Edwards is scheduled to be out of town for his final Council meeting. <br /> <br /> Rev. Edwards thanked his family, Council, staff, his parishioners and the public for their <br />assistance during his tenure, and for giving him the opportunity to serve on Council <br /> <br />Mr. O'Connell presented Rev. Edwards with a certificate from City staff. <br /> <br />PUBLIC <br /> <br /> Ms. Penny Bosworth, owner of Signet Gallery, objected to the fact that side street signs <br />allowed on the downtown mall are restricted to those retail businesses between the mall and <br />Water and Markets Street and asked that the policy be changed to allow signs for businesses <br />between the mall and High Street. Ms. Bosworth said the signs are very important, especially <br />for tourist business. <br /> <br /> Mr. Toscano said that the issue arose recently after it was determined that sandwich <br />board signs used by businesses were violating the City's sign ordinance. Mr. Toscano said <br />the matter will be looked into further to see if the additional businesses can be <br />accommodated. <br /> <br /> Mr. Roger Fager, 1516 Trailridge Road, said he feels there are a lot of problems with <br />the proposal to move the public access studio to CATEC, and feels the producers should be a <br />part of any major decision. <br /> <br />CONSENT AGENDA <br /> <br /> The resolutions appointing a proxy for JAUNT and approving the pay plan were <br />removed from the consent agenda. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, the following consent agenda <br />Rems -were unanimously approved by Council: <br /> <br />a. Minutes of May 20 <br /> <br />b. APPROPRIATION: $3,750 - Criminal Justice Planner Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $3,750.00 is hereby appropriated from the unappropriated balance of the General <br />Fund to expenditure account 05-30 t-062001 (Offender Aid and Restoration)in the General <br />Fund as the City's share of federal match funds to hire a criminal justice planner for the <br />Jefferson Area Community Criminal Justice Board. <br /> <br />c. APPROPRIATION: $5,631 - Police Training Grant (carried over) <br /> <br />ORDINANCE: "AN ORDINANCE AUTHORIZING THE ISSUANCE OF NINE <br />MILLION FIVE HUNDRED THOUSAND DOLLARS ($9,500,000) PRINCIPAL <br />AMOUNT OF GENERAL OBLIGATION PUBLIC IMPROVEMENT BONDS <br />OF THE CITY OF CHARLOTTESVILLE, FOR THE PURPOSE OF <br />PROVIDING FUNDS TO PAY THE COST OF VARIOUS PUBLIC <br />IMPROVEMENT PROJECTS OF AND FOR THE CITY; FIXING THE FORM, <br />DENOMINATION AND CERTAIN OTHER FEATURES OF SUCH BONDS; <br />AND PROVIDING FOR THE SALE OF SUCH BONDS" (2nd reading) <br /> <br /> <br />
