155 <br /> <br /> Ms. Slaughter noted that the current school study only looked at financial impact of <br />consolidation. <br /> <br /> Ms. Richards said that City students get $1,423 less each with a merger, with the State <br />contributing $70 per student. <br /> <br /> Ms. Daugherty said that savings can be reallocated, and noted that the eventual system <br />will not look tike the report. <br /> <br /> Mr. Cox asked that the following comments be made part of the minutes of the <br />meeting: <br /> <br /> "The study provides valuable baseline data for the consideration of consolidation <br />between the Albemarle and Charlottesville school systems. However, considerable additional <br />study will need to be undertaken to fully elucidate concerns and consequences which should <br />be well understood before the process can advance successfully. Among these are: <br /> <br /> - Providing guarantees to students entering the new system that programs, both <br />academic and extracurricular, will not be withdrawn before graduation, i.e., providing for a <br />gradual transition. <br /> <br /> - Comparative analysis of the composition of the school staff, both administrative and <br />teaching, by race and gender. <br /> <br /> - The proportion of faculty and administrative staff relative to the racial makeup of the <br />student body should be proportional. <br /> <br /> - Study needs to be made to ascertain what opportunities exist for parents to influence <br />policy-making, aside from school boards, in each system. <br /> <br /> - Further investigation should be made of the difference reported in the level of <br />administrative staff in the two systems, with analysis and recommendations for optimum <br />levels. <br /> <br /> - Study needs to be made of which of the benefits packages would best serve the <br />interests of the faculty and staff of the new school system <br /> <br /> - Opportunities for professional development need to be addressed in terms of cost, <br />where it can be obtained, what might be incentives and advantages for continuing education <br />for the teaching and administrative staff. <br /> <br /> The meeting was adjourned. <br />1Yre~den~ (.~ <br /> <br />COUNCIL CHAMBER- September 16, 1996 <br /> <br /> Council met in regular session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br />PUBLIC <br /> <br /> Ms. Sandy Snyder of St. Clair Avenue, announced the formation of an adult women's <br />rugby club in Charlottesville, thanked City and County staffs for help in finding practice <br />space, and invited Council and the community to a match on October 6th. <br /> <br /> Mr. Alonzo Minor, 838 Ridge Street, and a member of the Board of Directors for the <br />Youth Alliance Center, which provides recreational and tutoring opportunities for youth in <br /> <br /> <br />
