188 <br /> <br />COUNCIL CHAMBER - November 4, 1996 <br /> <br /> Council met in regular session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano <br /> <br /> Ms. Slaughter announced that the ordinance regarding downtown business signs would <br />be deferred to the next meeting, and the ordinance designating the West Main Street <br />architectural design control district would be remoVed, and a second public hearing would be <br />scheduled on the matter for December 10th. <br /> <br />PUBLIC <br /> <br /> Mr. John Carden, 1508 Rutledge Avenue, speaking on behalf of the West Main Street <br />Merchants Association, thanked Council for deferring the West Main Street design control <br />issue, and said the merchants will help notify all property owners of the public hearing, and <br />will work with the City to develop a plan that is agreeable to all parties. <br /> <br /> Mr. Albert Lee from Washington, D. C. asked Council's help in amending the <br />Declaration of Independence and Pledge of Allegiance to include black slaves and Indians. <br />Mr. Lee said many slaVes contributed to America, but there are no tributes to them. <br /> <br /> Mr. Petie Craddock; asked Council for temporary relief to allow his son to continue to <br />"sell" parking spaces for U. Va. football games in a residential area. <br /> <br />PRESENTATION: PEN PARK PROPERTY SALE <br /> <br /> Mr. O'Connell explained that a proposal has been made to develop the City-owned <br />property adjacent to Pen Park, following requests for proposals from the City. Mr. O'Connell <br />said a public heating will be held on the proposal on November 18th. <br /> <br /> Mr. Satyendra Huja~ Director of Community Development, said that two proposal had <br />been received to develop the property and following discussions, the two joined forces. Mr. <br />Huja said the price of the iland, determined by an independent appraisal and considering the <br />cost of environmental clegn-up, has been agreed to in principle. The contract calls for a six- <br />month study period for the developers to determine if the project is financially feasible and to <br />better determine the cost bf clean-up. A mixed use, sustainable community, with middle <br />income housing, ~ncorporat~ng technology and respecting the natural environment, is <br />proposed. <br /> <br /> Mr. Frank Stoner of the Wrenson Corporation, said that surveys will be conducted <br />during the study period a6d more detailed plans will be developed. Mr. Stoner said that Mr. <br />Frank Folsom Smith, Mr. iFrank Cox, and Haley, Chisolm and Morris will be involved in the <br />project. <br /> <br /> Mr. Frank Smith sa!d the proposal is to transform a brown-field site into a mixed-use <br />residential community that will allow home occupations. <br /> <br /> Responding to a question from Mr. Cox, Mr. Smith said he is open to the community <br />taking part in the planning, but such a process has not yet been developed. <br /> <br /> Mr. Gouldman said !that the purchase price for the property is $560,000, with a <br />$330,000 credit for cleanUp, and the target closing date is February 19, 1998. <br /> <br />PRESENTATION: PR] <br /> <br /> Dr. Deborah DiCro <br />Community College to C <br />multi-cultural outreach, a <br /> <br />~SDENT, PIEDMONT VIRGINIA COMMUNITY COLLEGE <br /> <br />ze, gave her annual update on activities at Piedmont Virginia <br />)uncil, with the major thrusts being: partnership, technology, <br />nd community outreach. <br /> <br /> <br />
