198 <br /> <br /> COUNCIL CHAMBER - November 18, 1996 <br /> <br /> Council met in regular session on this date with the following members present: <br />Cox, Ms. Dangherty, Ms. ~ Richards, Ms. Slaughter, Mr. Toscano. <br /> <br />PUBLIC <br /> <br /> Mr. Tom Vandever presented Council with a petition signed by 1,400 signatures asking <br />that City Council hold an advisory referendum on reversion prior to any final decision by <br />Council on the matter. Mr. Vandever noted that the signatures were collected in a single day, <br />and represented a desire on the part of citizens to have a more direct voice before a <br />permanent change in government structure is made. <br /> <br /> Mr. Kenneth Jackson, representing the Fifeville Neighborhood Association, expressed <br />concern about the planning process for neighborhood improvements and with spot zoning in <br />the neighborhood. <br /> <br /> Ms. Richards said that she would like to introduce a proposal at the end of the meeting <br />that the issue of an advisory referendum be placed on Council's agenda, with an opportunity <br />for public comment. <br /> <br />PUBLIC HEARING: PEN PARK PROPERTY SALE <br />ORDINANCE <br /> <br /> Mr. Clyde Gouldman, City Attorney, summarized terms of the proposed property sale: <br />$560,000 fair market value, with $330,000 credit for environmental clean-up; 180 day <br />feasibility period; and prqilected closing date of February 1, 1998. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Kenneth Jacksoyt asked how many people making $20,000 to $25,000 a year would <br />be able to live in the devel~)pment. <br /> <br /> Mr. Frank Smith, developer, replied that the average sales price is expected to be <br />approximately $150,000, with units ranging from $75,000 to over $200,000. Mr. Smith said <br />that members of the public will be invited to participate in the planning process for the <br />development. <br /> <br />Mr. Cox said that he is very interested in the concept of the development. <br /> <br /> Ms. Karen Kastner from the Belmont neighborhood, asked what impact the <br />development would have On traffic, schools, and emergency services. <br /> <br /> Mr. Smith stated that traffic will increase, but the development will promote home <br />occupations which could reduce commuter traffic. <br /> Mr. Dan Schleffer, Greenbrier,Drive, asked if the City will pay for the roads and sewer <br />lines to serve the developrpent, if the roads and park will become public, and how will the <br />houses in the area be affected. <br /> <br /> Mr. Smith replied that the developer pays for the roads and installation of sewer lines, <br />the central road will be public, with others remaining private, and the development will likely <br />slightly increase the property value of surrounding properties since the site will have been <br />reclaimed. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> On motion by Ms. D~tugherty, seconded by Mr. Toscano, the ordinance entitled "AN <br />ORDINANCE TO AUTHORIZE THE CONVEYANCE OF CITYjOWNED PROPERTY <br />LOCATED NEAR PEN i~ARK TO WRENSON CORPORATION' was offered and carried <br />over to the next meeting for consideration. <br /> <br /> <br />
