153 <br /> <br /> Ms. Kathleen Flanders, Coordinator of Family Partners, explained that the goal of the <br />program is to improve parenting skills and to prevent child abuse and neglect. <br /> <br /> Ms. Dequeta Anderson, 811 Prospect Avenue, a Family Partners worker, stated that a <br />lot of positive things have come out of the program. <br /> <br /> Ms. Shirley Winn, Route 1, Box 389, Louisa, a parent worker with the Family Partners <br />program supported funding for the program. <br /> <br /> Mr. John Shephard, P. O. Box 40, Free Union, President of the Board of Children, <br />Youth and Family Services, supported funding for the Fanfily Partners program. <br /> <br /> Dr. Charles Gleason, 1831 Yorktown Drive, board member of Children, Youth and <br />Family Services, stated that Family Partners provides a supportive and nurturing environment <br />for families and new mothers. Dr. Gleason stated that he hoped Council would find a way to <br />support the program. <br /> <br /> Ms. Kathryn Bodkin, Director of Children Youth and Family Services, explained that <br />Family Partners is an interagency effort, including the courts, County of Albemarle, and the <br />City and County Departments of Social Services. Ms. Bodkin noted that Albemarle County <br />has approved their share of matching funds which, together with City funds, are used to bring <br />down state funding. <br /> <br /> Responding to a question from Ms. Slaughter, Ms. Flanders stated that 54 children <br />have been served to date in the program, of which 31 are from the City, and 54 families are <br />currently enrolled in the program. Ms. Bodkin stated that the City's funding share is $30,363 <br />and the County share is $7,500~ <br /> <br /> Ms. Slaughter noted that the funding ratio for the City and County does not match the <br />actual participants in the program and asked that further information be provided regarding <br />the rationale for the funding formula. <br /> <br /> Ms. Paula Dunsmore, 5565 Jamestown Drive, Crozet, urged Council to support the <br />School Board budget in tact, including the average 5% salary increases. Ms. Dunsmore also <br />urged Council to work cooperatively with the School Board to improve teacher salaries in <br />the long run. <br /> <br /> Ms. Barbara Rich, 767 Madison Avenue, stated that she is outraged that Councilors are <br />considering giving themselves a raise in salary when the budget is tight. <br /> <br /> Dr. Bill Igbana, 404 Carton Road, Region Ten Corrtmunity Services Board member <br />and Finance Committee Chair, asked that Council maintain the local funding share for Region <br />Ten, noting that there is an increase in the number of people in the region needing services. <br /> <br /> Mr. John Knapp, 6075 York Road, Crozet, representing the United Way Child Care <br />Scholarship Program, thanked Council for their continued support of the program. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br /> Issues identified for further discussion at the April 5th work session included: <br />discussion of the funding formula for Family Partners and recommendations by the County <br />regarding Teen Center and: Jail funding. Ms. Slaughter also asked that the School Board be <br />asked about the status of the salary increases for school personnel. <br /> <br /> Mr. Toscano stated that it was his understanding that salary, increases for school <br />personnel would not be omitted. <br /> <br /> <br />
