157 <br /> <br /> Ms. Slaughter stated that it is her understanding that the schools want to move the <br />entire four year old program to Jefferson School which wilt allow room for expansion. Ms. <br />Slaughter noted that the four year old program is a priority of the Superintendent of Schools. <br /> <br /> Regarding the Family Partners and Child Aid programs, Ms. Daugherty stated that she <br />supports both programs since they are early intervention programs that could save money in <br />the future. <br /> <br /> Responding to a question from Mr. Vandever, Ms. Peacock explained that there is an <br />escalating matching funding requirement for the Family Partners program. The current <br />funding formula is 80% City and 20% County, though the actual usage is 72% City and 28% <br />County. <br /> <br /> Ms. Daugherty recommended that the funding formula for Family Partners be looked at <br />again in the future. <br /> <br /> Ms. Slaughter stated that she feels regional welfare funding is a good legislative issue <br />for the Council to pursue. <br /> <br /> Mr. Toscano stated that Rev. Edwards, who was unable to attend the meeting, takes <br />the position that Family Partners is a new program and therefore should not be funded. <br /> <br /> Unresolved funding issues between the City and Albemarle CoUnty were discussed: <br />there was no support for funding for the 2% stipend at the Jail; and no support for additional <br />funding for the North Branch of the library. <br /> <br /> Mr. Toscano stated that he supports funding for the Family Partners program if parts of <br />the funds are taken from the tentative funding for the Parents in Education and Families <br />Learning Together programs for the following reasons: the program was developed by an <br />interagency group; it is regional in focus; there is direct City involvement; the emphasis is on <br />prevention; it provides early intervention for children; there is an evaluation component; and <br />funding would be sunsetted after one year. <br /> <br /> Ms. Slaughter stated that she would be interested in providing funding for the Family <br />Partners program if there is a greater share of funding from the County. <br /> <br /> Ms. Slaughter stated that she would like to know if the Family Partners program could <br />be modified if they were given less money; she would like to see the program evaluated; and <br />she would like to see it consolidated with the Child Health Partnership program. <br /> <br /> Council agreed to provide $7,000 more for the Teen Center; $19,000 for the Family <br />Partners program (changing the funding ratio to 50/50 with the County), such funding to be <br />sunsetted after a year, with the provision that the program be integrated with the Child Health <br />Partnership program and evaluated after a year. <br /> <br /> Mr. Vandever stated that he would like to see all youth serving agencies, including the <br />Monticello Area Community Action Agency, work toward more cooperation and <br />consolidation. <br /> <br /> Ms. Slaughter recommended that the Children and Youth Commission be asked to <br />bring all youth serving agencies together. <br /> <br /> Ms. Daugherty stated that she thinks Council should discuss their reasons for not <br />providing funding for the new location for the Carver senior lunch program. <br /> <br /> Regarding complaints by seniors about having to share space at the current site, M~-. <br />Leon Churchill, Assistant City Manager said there are no simultaneous activities occurring <br />during the senior lunch program, and Ms. Peacock said the arts and crafts room is dedicated <br />only to the senior program. <br /> <br /> <br />
