Edwards asked about Planning Commission involvement, and Mr. Huja stated that <br />the Planning Commission has discussed the property in the context of the Comprehensive <br />Plan, recommending middle income housing, preferably PUD type, and will be further <br />involved if the property is involved. <br /> <br /> Ms. Slaughter suggested that input be sought from the Planning Commission before an <br />RFP is developed. Ms. Slaughter stated that she would like to see the City be really creative <br />in developing the site, and put some of the sustainability issues into action. <br /> <br />Mr. Huja suggested that a joint committee could discuss the proposal. <br /> <br /> Mr. Toscano stated that he thinks an RFP should be developed soon, but that it should <br />be done fight, making sure certain amenities are included, including energy efficiency, <br />information superhighway infrastructure built in, Greenbelt connections, public area, etc. Mr. <br />Toscano noted that such items may increase the price, but he did not have a problem with <br />that, especially since 80% of housing on line in the City recently has been under $90,000. <br /> <br /> Ms. Slaughter stated that she would like to see economically integrated housing, and <br />suggested that staff explore how other communities are able t° provide such housing. <br /> <br /> Ms. Daugherty stated that she thinks the City should concentrate on middle to <br />middle-upper housing on the site given the recent concentration on under $90,000 housing. <br /> <br /> Mr. Hendrix suggested it might be helpful to find a developer who would look at <br />property and get their feedback on what is realistic to put in an RFP. <br /> Mr. Toscano stated that he is not inclined to put price constraints in an RFP. <br /> <br /> Mr. Huja noted that constraints of the property include the cost of environmental <br />cleanup and access to the site. <br /> <br /> Ms. Slaughter suggested that the City try to get VDOT to modify its requirements for <br />an access road. <br /> <br /> IVlr. Toscano suggested that staff consult with developers who have expressed interest <br />in the property. <br /> <br />Ms. Slaughter stated that developing the property creatively is a priority for her. <br /> <br />Mr. Toscano suggested that staff develop an RFP to which Council can respond. <br /> <br /> Mr. Huja stated that a question remaining is whether to sell the land as is or clean it up <br />first. <br /> <br />Mr. Toscano said he feels that would be a good question to ask interested developers. <br /> <br />It was agreed that a draft RFP would be presented to Council in 30 days. <br /> <br /> Ms. Slaughter stated that she remains interested in seeing a mix of housing prices, <br />including something considered affordable/modest ($90,000 or below). <br /> <br /> <br />
