170 <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />resolution authorizing a revolving line of credit approved by City Council on May 16, 1994, <br />copy of which is attached hereto, is hereby amended as follows: <br /> <br /> 1. A new, revised expiration date of April 20, 1998, is hereby set for the City's use of <br />this revolving line of credit. <br /> <br /> 2. The scope of authorized uses of the funds is hereby expanded to cover any general <br />government purpose, including but not limited to, computer equipment, large trucks, and <br />school roofing projects. <br /> <br />ORDI~4~NCE: INCREASING SALARIES OF COUNCIL MEMBERS (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 2-40 OF CHAPTER 2 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS <br />AMENDED, TO INCREASE THE SALARIES OF CITY COUNCIL MEMBERS," which <br />was offered at the April 3rd meeting, was approved by the following vote. Ayes: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter. Noes: Mr. Toscano and Mr. Vandever. <br /> <br />Rev. Edwards left the meeting due to illness. <br /> <br />PRESENTATION: OMNI HOTEL <br /> <br /> Ms. Judith Kalfon, Manager of the Omni Charlottesville Hotel, presented Council with <br />a check for $26,000, representing return of interest on one of the loans made to the Omni <br />Hotel. Ms. Kalfon noted that in addition to this payment, approximately $400,000 in <br />revenues from the Omni is returned to the City annually in the form of taxes and land rent. <br /> <br /> Ms. Daugherty stated that she feds the interest payment by the Omni is an important <br />occasion for the City. <br /> <br /> Ms. Slaughter urged the Omni not to advertise on billboards in Greene County as <br />official there believe it will have a negative impact on their community. <br /> <br />PRESENTATION: COMMUNITY POLICING <br /> <br /> Mr. John Wolford, Chief of Police, gave a presentation regarding Community Oriented <br />Policing. Chief Wolford stated that the basic responsibility of the Police Department is to <br />ensure the safety of citizens and their property, and the abduction of offenders. The premise <br />of Comnmnity Oriented Policing is that the police and colmnunity they serve are one. Mr. <br />Wolford said that every decision made by the Police must be measured against what is best <br />for the community. ChiefWolford listed the key initiatives of Community Policing: Initial <br />Reorganization; Expansion and Support of the Sector Coordinator Program; Marketing <br />Police Department; Technology; Emphasis on Youth; Narcotics Enforcement; Creation of the <br />"Ctfiefs Advisory Panel;" and Training. <br /> <br /> Ms. Daugherty stated that she has heard positive comments about the Police <br />Department's "Five Most Wanted" list and the Chiefs Advisory Panel. <br /> <br /> Ms. Slaughter stated that she hopes that in the future the Police could help Council <br />look at things that work best from a prevention standpoint and ways to prevent recidivism. <br /> <br /> Responding to a question from Mr. Toscano about the Police Department's view of <br />drug activity in the City as compared to a few years ago, and Captain Gene Rhodenizer stated <br />that the neighborhood foot patrol has been a very successful program and judging from the <br />number of calls the Police receive regarding drug activity, the numbers seem to be dropping. <br /> <br /> ChiefWolford stated that there has been very aggressive police activity in the last few <br />years, and the emphasis will now be put on asking the community to become involved in the <br />anti-drug efforts. <br /> <br /> <br />
