182 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL, WILL BE HELD ON Wednesday, May 24, <br />1995 AT 3:30 p.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Executive session as provided by Section 2.1-344(a) of the Virginia Code. <br />(School Board imep¢iews) <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />SECOND FLOOR CONFERENCE ROOM - May 24, 1995 <br /> <br /> Council met in special session on tiffs date with the following members present: <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, Council voted to meet in <br />executive session to discuss appointments to boards and commissions as provided by Section <br />2.1-344(a)(1) of the Virginia Code, with Ms. Daugherty and Mr. Vandever absent for the <br />vote. <br /> <br /> Council reconvened in open session and, on motion by Ms. Slau_~ter, seconded by Mr. <br />Vandever, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council, with Rev. Edwards absent for the vote. <br /> <br />APPOINTMENTS: SCHOOL BOARD <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Vandever, Mr. Robert Bloodgood was <br />reappointed, and Ms: Linda Bowen was appointed, to three-year terms on the School Board. <br />These terms will begin July 1, 1995 and will expire June 30, 1998, with Rev. Edwards absent <br />for the vote. <br /> <br />The meeting was adjourned. <br /> <br />President <br /> <br />COUNCIL CHAMBER- June 5, 1995 <br /> <br /> Council met in regular session wkh the following members present: Ms. Daugherty, <br />Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PUBLIC <br /> <br /> Mr. Malcolm McCauley, formerly of 206 Azalea Drive, stated that there is a conspiracy <br />mounted by local businesses and individuals to ruin him, and he hoped that bringing publicity <br />to the matter will help his case. <br /> <br /> Rev. Robert Michie, 601 6th Street, S.E., speaking on behalf of Rev. R. A. Johnson, <br />Rev. Rufus Hayes, Rev. Bruce Beard, and Rev. Doyle Thomas, expressed disappointment in <br />recent appointments to the School Board, and in particular the reappointment of one member <br />of the Board. Rev'. Michie stated that Council needs to spell out its criteria for appointments. <br />A number of people stood in support of Rev. Michie's comments. <br /> <br /> <br />
