8 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, July 18, 1994 <br />AT 7:00 p.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Executive session to discuss personnel matters as exempted by Section 2.1-344(a)(1) <br />of the Virginia Code. <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br /> Council met in special session on this date with the following members present: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandeve~; Council unanimously voted <br />to meet in executive session to discuss personnel matters (appointments to boards and <br />commissions and employee evaluations) as provided by Section 2.1-344(a)(1) of the Virginia <br />Code. <br /> <br />COUNCIL CHAMBER - July 18, 1994 <br /> <br /> Council reconvened in open session with the following members present: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, Council unanimously <br />certified that, to the best of each member's knowledge, (i) only public business matters <br />lawfully exempted from open meeting requirements by Virginia law were discussed in the <br />executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters a were identified in the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br />PUBLIC <br /> <br /> Ms. Joan Woodfolk, 710 Ridge Street, expressed concern about the construction of a <br />three-apartment public housing unit on Ridge Street and requested that a meeting be held on <br />the matter. <br /> <br /> Mr. Toscano pointed out that the housing was being developed by the Housing <br />Authority. <br /> <br /> Rev. Edwards, Housing Authority member, read a statement giving the history of the <br />process used by the Housing Authority to develop the site as public housing, noting that the <br />house had previously been an eyesore to the community. Rev. Edwards stated that there had <br />been opportunities for public involvement during public meetings held in the late 1980's but <br />he invited interested persons to attend the Housing Authority meeting on July 25th to further <br />discuss the matter. <br /> <br /> Ms. Pauline Jackson 805 Ridge Street, supported the development of public housing <br />at the location on Ridge Street, stressing that it was commendable of the Council to uplift the <br />neighborhood because of the dilapidated condition of the former house. Ms. Jackson added <br />that she has lived in public housing in the past and felt the property could be well maintained <br />and an asset to the neighborhood. <br /> <br />CONSENT AGENDA <br /> <br /> The ordinance banning discrimination based on sexual orientation was removed from <br />the consent agenda as there were a number of speakers who wished to address the issue, Mr. <br />Toscano asked proponents and opponents of the ordinance to designate two speakers each to <br />address the ordinance. <br /> <br /> <br />
