21 <br /> <br /> COUNCIL CH3~IBER - August t, 1994 <br /> <br /> Council met in regular session on this date with the following members present: <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano. Absent: Mr. Vandever. <br /> <br /> Ms. Linda Peacock was unanimously appointed acting Clerk. <br /> <br />PUBLIC <br /> <br />Ms. <br /> <br /> Mr. Bernhard Leipelt, speaking as a concerned Virginian and American about moral <br />decline in America, requested that CoUncil endorse a "Charlottesville Community Crusade for <br />Cultural and Religious Renewal" and invited alt Charlottesville churches and civic <br />organizations to sponsor and participate in a cultural and religious mass rally at University <br />Hall on November 27, 1994. <br /> <br /> Mr. Peter Tyree, 767 Prospect Avenue, representing the Orangedale Neighborhood <br />Association, proposed the following with regard to serious traffic and safety problems in the <br />700 block of Prospect Avenue: conduct a study of the traffic and safety problems; designate <br />the 700 block of Prospect as one-way running North, beginning at the intersection of Bailey <br />Road and ending just south of the entrance of Oak Ridge Gardens; construct two cul-de-sacs <br />within the 700 block of Prospect Avenue to make Orangedale the self-contained subdivision <br />that it was originally intended to be; install a traffic light at the intersection of Fifth Street <br />Extended and Bailey Road; hold, with the Planning Commission, a public hearing on the <br />issue. <br /> <br /> Ms. Slaughter recommended that the proposals be put on the Planning Commission's <br />agenda. <br /> <br /> Mr. Hendrix noted that meetings between the Orangedale and Oak Ridge Gardens <br />Neighborhood Associations have resulted in a impasse on solutions to the problems. <br /> <br /> Mr. Toscano reconunended that Councilors be polled in the next few days regarding <br />possible action regarding the request. <br /> <br /> Rev. William Johnson, 217 Old Lynchburg Road, congratulated Mr. Leipelt on his <br />excellent article recently published in the newspaper; stated that over $1 million has been <br />spent on pairing the middle schools and the result has been two schools out of control; stated <br />that it is time for the Mayor, Council, and boards to stand up and be responsible; objected to <br />$400,000 being spent on the proposed alternative school. <br /> <br /> Rev. Johnson asked that he be placed on the formal Council agenda but the request was <br />denied by Mr. Toscano. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, announced a rally organized by "Citizens for an <br />Open Mall" in opposition to the proposed vehicular crossing of the mall at 2nd Street West to <br />be held on Friday, August 5th. <br /> <br /> Mr. Clarence Mundy, 500 South First St.,//306, spoke in support of Mr. Leipelt's <br />presentation. <br /> <br />CONSENT AGENDA <br /> <br /> At the request of Mr. Clyde Gouldman, City Attorney, the appropriation of the advance <br />to TeenSight was removed from the consent agenda. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev.
