57 <br /> <br /> COUNCIL CHAtMBER- October 3, 1994 <br /> <br /> Council met in regular session on this date with the following members present: Ms. <br />Daugherty, Ms. Slaughter, Mr. TOscano, Mr. Vandever. Absent: Rev. Edwards. <br /> <br />PUBLIC <br /> <br /> Mr. Gabe Allen, 311 Carrsbrook Drive, stated that he has been collecting signatures to <br />show support for skateboarding and expressed concern that no mention has been made of <br />where skateboarding could be done if banned from the mall. <br /> <br /> Mr. Brad Fisher, 208 South Street, expressed concern about the use of large transit <br />buses and low ridership and suggested that buses that use alternative fuels be used by the <br />City. <br /> <br /> Mr. Toscano stated that Council recently discussed changing routes to deal with low <br />ridership on certain bus routes and he would have staff share the information on this and on <br />bus sizes with Mr. Fisher. <br /> <br /> Mr. Hendrix noted that the City experimented with buses which ran on natural gas but <br />because of the many hills throughout the City, they were underpowered and did not work <br />well. <br /> <br /> Mr. Charlie Duckworth, 138 Stribling Avenue, spoke in opposition to the dog <br />ordinances, and Mr. Toscano stated that the public hearing would be held latter in the <br />meeting. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, read a letter he had received fi'om Mayor <br />Toscano regarding the opening of 2nd Street to vehicular traffic which noted that many <br />people had indicated their support of the opening to Councilors. Mr. Lynch asked for more <br />information on the number of people who supported the opening. <br /> <br /> Mr. Nicholi Soudek, 212 Alderman Road, asked why plastics are being eliminated from <br />the City's recycling program. <br /> <br /> Mr. Toscano stated that the cost of disposing of plastics has become prohibitively <br />expensive and until the market for plastics increases it is difficuk to justify the cost. <br /> <br /> Ms. Daugherty stated that federal legislation could help develop a better market for <br />plastics. <br /> <br />CONSENT AGENDA <br /> <br />Mr. Toscano removed the skateboarding ordinance from the consent agenda. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, the following consent agenda <br />items were unanimously approved: <br /> <br />a. M/nutes of September 1, 12, 13, 14 and 19 <br /> <br />b. APPROPRIATION: $60,315 - Transportation Planning Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the sum <br />of $60,315 is hereby appropriated to expenditure account 11-042-053050 in the Grants Fund <br />for planning activities, including administration, transportation planning and data <br />development, southern City neighborhood study, and a transit development plan, to update <br />the Charlottesville-Albemarle Transportation Study (CATS) outlined in the Unified <br />Transportation Planning Work Program. Such activities shall be conducted by the City under <br />a contract pursuant to a Section 112 planning and programming grant received by t he <br /> <br /> <br />
