87 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, November <br />9, 1994 AT 12:00 noon IN- THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM -November 9, 1994 <br /> <br /> Council met in special session on this date with the following members present: Ms. <br />Daugherty, Ms. Slaughter, Mr. Toscano. Absent: Rev. Edwards and Mr. Vandever. <br /> <br /> Council and the School Board discussed issues involving the upcoming FY 95-96 <br />budget development. <br /> <br /> Dr. Dorothea Shannon, Superintendent of Schools, said the schools have applied for a <br />$600,000 grant for the alternative school, but will not know if they will receive the grant until <br />after the budget is completed. <br /> <br /> Ms. Daugherty stated it is her view that if there are additional revenues coming into the <br />City in FY 95-96 then she would like the schools to share a percentage of the increase. <br /> <br /> Ms. Linda Seaman, Chair of the School Board, stated that teacher salary increases are <br />one of the School Board's priorities for next year's budget. <br /> <br /> Mr. Toscano stated that if revenues to the City are flat in FY 95-96, the only way he <br />could see the schools having additional money for salary increases would be for the schools <br />to find savings in other parts of their budget. Mr. Toscano asked how the schools are <br />approaching the issues ofreinventing. <br /> <br /> Ms. Seaman said that the School Board has informally discussed reinventing in the <br />sense of having the Superintendent look at the whole school system, and Dr. Shannon is <br />expected to give her observations/i-ecommendations to the School Board in the next few <br />months. ~ <br /> <br /> Dr. Robert Bloodgood, School Board member, stated that he does not want to <br />deteriorate the quality of services offered by the schools. <br /> <br /> Ms. Mary-Susan Payne, School Board member, stated that she thinks the schools need <br />to better assess existing programs. <br /> <br /> Ms: Daugherty asked if it would be possible for the schools to offer incentive/reward <br />systems similar to those being explored by the City, and Ms. Seaman replied that a survey had <br />been sent around, but yielded little results. <br /> Ms. Slaughter recommended that the schools consider using other community people to <br />help them look at the school system. <br /> <br /> Ms. Seaman noted that both the Reading Initiative Program and alternative school <br />program began with built-in assessments components. <br /> <br /> Ms. Slaughter recommended that the Council and School Board have a discussion <br />about other youth initiatives in the near future, to include the need for any additional youth <br />programs. <br /> <br /> <br />
