NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Tuesday, <br />March 23, 1993 AT 7:00 p.m. IN THE Lemon/Lime Room, Worrell <br />Building. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget Work Session: Department of Public Works <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />WORRELL BUILDING - March 23, 1993 <br /> <br /> Council met in special session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> Ms. Judith Mueller, Director of Public Works, stated <br />that negotiations are being held with private businesses <br />regarding the proposals received for dumpster service which <br />included the following add ons: employment of current <br />personnel, purchase of City trucks, and commercial recycling. <br /> <br /> Mr. Hendrix stated that he felt that the City should <br />continue to provide dumpster service unless a savings of at <br />least 10% was accomplished by privatizing. <br /> <br /> Ms. Slaughter questioned whether a lend/lease of City <br />vehicles had been considered and whether the staff was <br />looking for ways to guard against future cost increases if <br />the dumpster service is privatized. <br /> <br /> Mr. Steve Lawson, Public Works Manager, noted that if <br />the City continues to provide dumpster service a new truck <br />will need to be purchased each year for the next three years. <br /> <br />Commercial recycling was discussed. <br /> <br /> Ms. Mueller asked whether Council was interested in <br />exploring legislation which would make commercial recycling <br />mandatory and whether Council was interested in using some of <br />the "Green Fund" to initially begin commercial recycling. <br /> <br /> Mr. Hendrix stated that he felt the City should be <br />satisfied that the cost of recycling is worth it when <br />compared to the savings on the life of the landfill. <br /> <br /> Ms. Slaughter questioned how mandatory recycling would <br />be enforced and questioned whether the City would still have <br />to pay if people recycle more and use the dumpster service <br />less. <br /> <br /> Ms. Mueller replied that she was not sure how mandatory <br />recycling might be enforced but suggested that customers <br />could at least be required to participate in the program and <br />stated that she felt recycling could mean some loss of <br />revenue from dumpster service. <br /> <br /> Ms. Slaughter stated that she felt the risk of <br />commercial recycling needed to be quantified. <br /> <br /> Mr. Toscano stated that he did not think residential <br />customers should subsidize the commercial recycling program. <br /> <br /> The "Green Fund," excess funds in research as a result <br />of the trash sticker system, was discussed and it was agreed <br />that the fund would be maintained in order to offset future <br />tip fee increases and future costs associated with the design <br />of a yard waste/chipping facility and that $50,000 of the <br />"Green Fund" would be used to develop a pilot commercial <br />recycling project. It was further agreed that commercial <br />recycling would not be part of the negotiations regarding <br /> <br /> <br />
