13 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, <br />April 5, 1993 AT 7:00 p.m. IN THE City Manager's Office. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Executive session to discuss personnel matters as <br />exempted by Section 2.1-344(a)(1) of the Virginia <br />Freedom of Information Act (appointments to boards <br />and commissions). <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (si~ned) <br /> <br /> CITY MANAGER'S OFFICE - April 5, 1993 <br /> <br /> Council met in special session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, <br />Council unanimously voted to meet in executive session to <br />discuss personnel matters as exempted by Section 2.1-344(a) <br />(1) of the Virginia Freedom of Information Act, more <br />specifically described as appointments to boards and <br />commissions. <br /> <br />COUNCIL CHAMBER - April 5, 1993 <br /> <br /> Council reconvened in open session with the following <br />members present: Ms. Daugherty, Rev. Edwards, Ms, Slaughter, <br />Mr. Toscano, Mr. Vandever. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, <br /> Council unanimously certified that, to the best of each <br /> member's knowledge, (i) only public business matters lawfully <br /> exempted from open meeting requirements by Virginia law were <br /> discussed in the executive meeting to which this <br /> certification resolution applies, and (ii) only such public <br /> business matters as were identified in the motion convening <br /> the executive meeting were heard, discussed or considered by <br /> the Council. <br /> <br />PUBLIC <br /> <br /> Mr. Charles Alexander requested that Council become more <br />involved in the anti-drug neighborhood marches. <br /> <br /> Mr. John Hermsmier, Program Director for Tandem School <br />of the Environment, requested that Council designate April 17 <br />- 24 as Earth Week° <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, <br />Council unanimously approved the resolution designating April <br />17 - 24 as Earth Week. <br /> <br /> WHEREAS, the quality of all aspects of life in Central <br />Virginia and around the world depends on a healthy <br />environment; and <br /> <br /> WHEREAS, the long-term maintenance and restoration of a <br />healthy environment requires the informed participation of <br />every citizen of every age, interest and background; and <br /> <br /> WHEREAS, informed participatiOn depends on an <br />understanding of environmental issues 'acquired through <br />environmental education; and <br /> <br /> WHEREAS, effective environmental edUcation that empowers <br />citizens to act on their knowledge requires the cooperation <br />and~talents of government leaders, environmental <br />organizations, businesses, school, religious institutions and <br />other key players in our community; and <br /> <br /> <br />
