29 Council agreed to reduce the subsidy for the Performing Arts Center by $10,000 and to reduce the police overtime by $9,000 and require that Fridays After.Five pay for the overtime. Mr. Vandever noted that the cuts tentatively agreed to above will mean that none of the cigarette tax revenue will need to be used to fund additional programs and therefore Ms. Slaughter indicated that she would support the cigarette tax. Ms. Slaughter stated that she would like to review balances in all funds, would like to see agencies get in a better budget cycle where their budgets impact the City budget, and would like an up-to-date report of the "Green Fund." Council met in special session on this date wit~ the following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Ms. Artie Dimberg, Ms. Beverly Cap!an and Ms. Marti Bass of the Charlottesville School System gave a presentation on the Aptitude Based Gifted Education Program. ORDINANCE: ANNUAL APPROPRIATION (2nd reading) Rev. Edwards stated that he would like to maintain funding for the additional employee for the CLASS Program and Ms. Daugherty seconded the motion. Ms. Slaughter stated that she would support the additional funding for the CLASS Program only if the funding for SARA was reduced. The additiona! funding was maintained for the CLASS Program by the following vote. Ayes: Ms. Daugherty, Rev. Edwards, Mr. Vandever. Noes: Ms. Slaughter and Mr. Toscano. On motion by Rev. Edwards, seconded by Ms. Daugherty, the Annual Appropriation was unanimously amended as follows: reduce the Community Arts Subsidy by $10,000; reduce Police overtime for Fridays After Five by $9,000) eliminate Reading Partners ($5,000)~ and eliminate the Organizational Study ($50,000). The ordinance entitled "RESOLUTION ADOPTING THE BUDGET FOR THE CITY OF CHARLOTTESVILLE FOR THE FISCAL YEAR BEGINNING JULY 1~ 1993, AND ENDING JUNE 30, 1994 AND PROVIDING FOR THE ANNUAL APPROPRIATION OF FUNDS FOR SUCH FISCAL YEAR," as amended, which was offered at the April 5th meeting, was approved by the following vote. Ayes: Ms. DaUgherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Noes: None.
