Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PUBLIC <br /> <br /> Mr. William Johnson, 217 Old Lynchburg Road, stated that <br />he felt there is a great crisis in the Charlottesville school <br />system and teachers are afraid to discipline students. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Daugherty requested that a list of agencies funded by <br />the Job Training Partnership Act funds be provided to Council. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, the <br />following consent agenda items were unanimously approved, with <br />the minutes corrected by Ms. Slaughter and with Rev. Edwards <br />abstaining from voting on approval of the minutes. <br /> <br />a. Minutes of February 7 <br /> <br />APPROPRIATION: $2,598,791 - Job Training Partnership <br /> Act (pass-through funds) (carried over) <br /> <br />REQUEST: DOGWOOD FESTIVAL <br /> <br /> Mr. Kenneth StaPles, President of the Board of Directors <br />of the Dogwood Festival, asked fOr Council's continued support <br />of the Dogwood Festival and requested use of McIntire Park and <br />waiver of certain fees. <br /> <br /> Responding to questions from Rev. Edwards, Mr. Staples <br />stated that there are currently no minority members on the <br />Dogwood Festival Board and members are recruited by <br />invitation. Mr. Staples added that one of his goals as <br />President of the Festival is to reach out to more members of <br />the community. <br /> <br /> Rev. Edwards stated that he had received a complaint that <br />a black drill team had not been allowed to march in the <br />Dogwood Parade and Mr. Staples stated that he knew of no <br />situation where groups were excluded from the Parade but he <br />would investigate the matter. <br /> <br /> On motion by Mr. Toscano, seconded by Rev. Edwards, the <br />resolution waiving certain fees and requirements for the <br />Dogwood Festival was unanimously approved by Council. <br /> <br /> WHEREAS, the 45th annual Dogwood Festival will take place <br />from April 12 - 24, 1994; and <br /> <br /> WHEREAS, it has been requested that Council waive certain <br />license tax and other requirements applicable to the Dogwood <br />Festival, for the duration of the Festival; and <br /> <br /> <br />
