Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> Mr. Toscano recommended that a review of snow removal be <br />conducted prior to next winter and that consideration be given <br />to designating snow emergency routes. <br /> <br /> Mr. Hendrix updated Council on the following: 1) a joint <br />City/County/University study of radio systems will be <br />conducted~ 2) the cost of snow removal in the City will be <br />available in the near future; 3) the issue of creating a jail <br />authority will appear on the Council's next agenda (Ms. <br />Daugherty questioned what disadvantages there are in creating <br />a jail authority. Mr. Vandever stated that one disadvantage <br />would be loss of control by the City and County and Mr. <br />Hendrix stated that his concern about such a authority is <br />financial and felt that the revenue sources are <br />questionable.); 4) design of the West Main Street bridge is in <br />process (Ms. Slaughter expressed concern that a design <br />consultant is not involved in the design.); 5) a draft job <br />description for the Economic Development Director was <br />circulated~ 6) staff have been working with the Orangedale <br />Neighborhood Association regarding possible street closing, <br />traffic pattern changes, and increased lighting; 7) solid <br />waste bids are being studied and specific recommendations will <br />be made by March 23rd; 8) the final two subcommittee reports <br />of the Citizens Advisory Commission on Efficient Government <br />will be available in early April; 9) proposals for the Police <br />Chief search will soon go forward; and 10) Council was asked <br />for any information they may want for consideration during <br />budget work sessions and how to proceed with agency budget <br />discussions (Mr. Vandever expressed concern that level funding <br />will mean a major increase in JAUNT fares and Ms. Linda <br />Peacock, Budget Administrator, stated that other options are <br />available fOr consideration by Council). <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />Council unanimously voted to meet in executive session for the <br />purpose of appointing members to various City boards or <br />agencies and for the purpose of consultation with legal <br />counsel concerning matters pertaining to actual or probable <br />litigation or other matters requiring legal advice, ds <br />authorized by Section 2.1-344(a)(1) and (7) of the Virginia <br />Code. <br /> <br /> <br />
