Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />ORDINANCE: AUTHORIZING PASS-THROUGH SALE OF PROPERTY AT 405 DICE <br />STREET (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE AUTHORIZING PURCHASE <br />AND SALE OF 405 DICE STREET," which was offered at the March <br />21st meeting, was approved by the following vote. Ayes: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. <br />Vandever. <br /> <br />WORK SESSION: PARKS AND RECREATION <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that the <br />position of director and supervisors have been eliminated in <br />the Department of Parks and Recreation, ~48,000 in new <br />recreation programs have been absorbed within the department's <br />budget, and there have been 14 staff positions reduced in <br />the last five years. Mr. O'Connell presented a listing of new <br />and expanded recreation programs <br /> <br /> Responding to a question from Mr. Toscano about any <br />programs there were eliminated because they were not felt to <br />be effective~ Mr. Johnny Ellen, Chief of Recreation, stated <br />that the fun bus was eliminated because of the low ridership <br />and because youth can ride transit buses free of charge. <br /> <br /> Ms. Slaughter added that the Smith Center is no longer <br />staffed since the Boys and Girls Club occupied the building. <br /> <br /> Ms. Slaughter stated that the Parks Advisory Committee <br />has recommended that non-city youth attending the summer parks <br />program be charged a fee. <br /> <br /> Rev. Edwards questioned whether the Parks Committee has <br />discussed charging County youth for basketball and if not, <br />requested that the matter be discussed by the Committee. <br /> <br /> Responding to a question from Mr. Vandever about <br />cemeteries, Mr. Bill Hoover, Chief of Operations, explained <br />that grave digging services are contracted out but it appears <br />to be cheaper for the City to continue mowing. Mr. Hoover <br />noted that the cemeteries continue to operate at a deficit <br />because the fees are subsidized. <br /> <br /> Mr. O~Connell explained that there will be shifting of <br />maintenance services between Parks and Recreation and Public <br />Works~ with Parks maintaining areas that are "green and <br />growing" and Public Works maintaining other areas, such as <br />bricked surfaces. <br /> <br /> A discussion was held about the proposal title for the <br />Assistant City Manager which was recommended by the Parks <br />Advisory Committee to be called the Assistant City Manager for <br /> <br /> <br />
