Issues such as working capital must be addressed. Using excess funds to buy <br />down the rates puts all the risk on the consumer. 3) Since it is a public utility it is <br />Council's responsibility to see that the profit is not excessive. Mr. Toscano stated that he <br />felt the following options exist for use of the surplus: buy down the rates, cut the tax rate, <br />provide a rebate to rate payers, use some of the surplus for public infrastructure, or some <br />combination of the above. Mr. Toscano stated that he did not favor using the funds to buy <br />down the gas rates or cut the tax rate, but a rebate may be appropriate for part of the <br />surplus as well as the other options. Mr. Toscano stated that he felt Council needs to look <br />at the gas system in new, entrepreneurial ways. <br /> <br /> Ms. Slaughter stated that she felt the issue should be addressed in the context of <br />the gas system. Ms. Slaughter stated that she understands that some people seriously <br />disagree with using the gas funds for other purposes and thought Council needs to further <br />consider the matter in order to make a good decision. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, the following consent <br />agenda items were approved, with Rev. Edwards absent: <br /> <br />a. APPROPRIATION: $60,000 - Advance for MACAA Youth Employment <br /> Program (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the <br />sum of $60,000 is hereby appropriated from the unappropriated balance of the General <br />Fund as a loan to the Monticello Area Community Action Agency (MACAA), as start-up <br />funds for the Summer Youth Works program. This loan is conditioned upon MACAA's <br />promise to repay the advance in its entirety on or before November 1, 1994, whether such <br />repayment is effected from funds received from the MACAA contract with the Piedmont <br />Job Training Administration or from some other source. Before the actual advance is <br />made by the City, MACAA shall properly execute an appropriate note evidencing ks <br />indebtedness to the City in a form approved by the City Attorney and substantially like the <br />attached sample. <br /> <br />b. RESOLUTION: Proclaiming Public Works Week <br /> <br /> WHEREAS, public works services provided in our community are an integral part <br />of our citizens' everyday lives; and <br /> <br /> WHEREAS, the support of an understanding and informed citizenry is vital to the <br />efficient operation of public works systems and programs such as water, sewers, streets <br />and highways, public buildings, solid waste collection, and snow removal; and <br /> <br /> WHEREAS, the health, safety, and comfort of this community greatly depends on <br />these facilities and services; and <br /> <br /> WHEREAS, the quality and effectiveness of these facilities, as well as their <br />planning, design, and construction, is vitally dependent upon the efforts and skill of public <br />works officials; and <br /> <br /> WHEREAS, the efficiency of the qualified and dedicated personnel who staff <br />public works departments is materially influenced by the people's attitude and <br />understanding of the importance of the work they perform; <br /> <br /> NOW, THEREFORE, I, Thomas J. Vandever, Mayor of the City of <br />Charlottesville, do hereby proclaim the week of may 15 - 21, 1994 as PUBLIC WORKS <br />WEEK and call upon all citizens and civic organizations to acquaint themselves with the <br /> <br /> <br />
