280 <br /> <br />residential users and the higher amount that would be returned to businesses and the <br />University of Virginia. <br /> <br /> It waS the consensus of Council to increase the working capital to 60 days, use <br />part of the gas surplus for street improvements ($325,000) and sidewalk repairs <br />($200,000) and eammrk the remaining surplus for potential reduction of bond issues. <br /> <br /> Ms. Slaughter recommended that Council re-evaluate the matter next spring, prior <br />to any future bond issue, taking into account any future gas surplus or loss~ Ms. Slaughter <br />added that she would also like to hear from the Gas Advisory Committee. <br /> <br />COUNCIL CHAMBER - June 6, 1994 <br /> <br /> Council met in regular session on this date with the following members present: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PUBLIC <br /> <br /> Mr. Jerald Barnes, 500 South First Street, Apt. 712, requested that the City install <br />traffic lights and pedestrian crossings at the intersection of Monticello and 2nd Street. <br /> <br />Mr. Charles Lilly, BelmOnt neighborhood, asked Council to look into reducing the <br />utility tax on gas bills, referring to high gas bills of a friend who had difficulty paying his bills, <br /> and stated that he felt it was a waste of time for fire engines to go to the scene of minor <br />traffic accidents. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that due to limited fire personnel <br />firefighters respond to all traffic accidents in fire engines in order to reduce response time to <br />future fire calls. <br /> <br />Mr. Vandever stated that Council has no immediate plans to adjust the utility taxes. <br /> <br /> Ms. Daugherty recommended that h/h-. Lilly have his friend check to see if he would <br />qualify for gas assistance. <br /> <br /> Mr. William Johnson 217 Old Lynchburg Road, stated that he feels the schools <br />'system is in trouble and that Rheva Williams is being crucified for trying to do a good job in <br />the school system. <br /> <br /> Mr. Baugham Roemer, a downtown resident, stated that he was attacked on the <br />downtown mall Saturday night by five young individuals and while he felt the police did a <br />good job responding too the incident, he suggested that a community task force be appointed <br />to tackle the problem of random violence and that consideration be given to increasing police <br />presence on the downtown mall. <br /> <br /> Mr. Toscano stated that he felt there may be a need to use more police overtime or to <br />add additional police and recommended that staff review the recent incident involving Mr. <br />Roemer as well as safety concerns on the West Main Street corridor. <br /> <br /> <br />
