Absent: Mr. Toscano. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, Council vote to meet in <br />executive session to discuss personnel matters, more specifically described as appointments to <br />boards and commissions as provided by Section 2.1-344(a)(1) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by Ms. <br />Slaughter, with Mr. Toscano absent, certified that, to the best of each member's knowledge, (i) <br />only public business matters lawfully exempted from open meeting requirements by Virginia law <br />were discussed in the executive meeting to which this certification resolution applies, and (ii) only <br />such public business matters as were identified in the motion convening the executive meeting <br />were heard, discussed or considered by the Council. <br /> <br />COUNCIL CHAMBER - June 20, 1994 <br /> <br /> Council met in regular session on this date with the following members present: Ms. <br />Daugherty, Ms. Slaughter, Mr. Vandever. Absent: Rev. Edwards and ]tAr. Toscano. <br /> <br />PUBLIC <br /> <br /> Ms. Joan Woodfolk, organizer of the African-American Festival to be held in Washington <br />Park on July 30th requested that Council waive the $436.00 clean-up fee required by Parks and <br />Recreation. Ms. Woodfolk stated that volunteers would be used to help with cleaning the Park. <br /> <br /> Mr, Hendrix explained that special events such as the African-American Festival <br />· necessitate the use of staff overtime for which funds have not been included in the budget, but <br />added that Council could waive the fee with the understanding that a supplemental appropriation <br />might be necessary later in the year. <br /> <br /> Mr. Vandever stated that he would support waiving the clean-up fee because he thought <br />the festival was important to the community. <br /> <br /> <br />
