BY ORDER OF THE IVlAYOR BY Jeanne Cox (signed) SECOND FLOOR CONFERENCE ROOM - June 20, 1994 Council met in special session on this date with the following members present: Ms. Daugherty, Rev, Edwards, Ms. Slaughter, Mr. Vandever. Absent: Mr. Toscano. On motion by Rev. Edwards, seconded by Ms. Daugherty, Council vote to meet in executive session to discuss personnel matters, more specifically described as appointments to boards and commissions as provided by Section 2.1-344(a)(1) of the Virginia Code. Council reconvened in open session and, on motion by Ms. Daugherty, seconded by Ms. Slaughter, with Mr. Toscano absent, certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. COUNCIL CHAMBER - June 20, 1994 Council met in regular session on this date with the following members present: Ms. Daugherty, Ms. Slaughter, Mr. Vandever. Absent: Rev. Edwards and ]tAr. Toscano. PUBLIC Ms. Joan Woodfolk, organizer of the African-American Festival to be held in Washington Park on July 30th requested that Council waive the $436.00 clean-up fee required by Parks and Recreation. Ms. Woodfolk stated that volunteers would be used to help with cleaning the Park. Mr, Hendrix explained that special events such as the African-American Festival · necessitate the use of staff overtime for which funds have not been included in the budget, but added that Council could waive the fee with the understanding that a supplemental appropriation might be necessary later in the year. Mr. Vandever stated that he would support waiving the clean-up fee because he thought the festival was important to the community.
