Edwards, Mr. Toscano, Mr. <br />Vandever, Ms. Waters. Absent: Ms. Slaughter. <br /> <br /> . Ms. Linda Peacock, Budget Administrator, reviewed the <br />estimated start up and ongoing administrative costs for <br />a flat fee and for a sticker/bag system. Ms. Peacock stated <br />that two and a half positions would need to be added to <br />handle the flat fee because of the increased posting <br />transactions required per month and the addition of 5,000 <br />new customers because there are trash customers who do not <br />currently receive utility bills. <br /> <br /> Responding to a question from Mr. Toscano, Ms. Peacock <br />stated that the sanitation inspector position was not <br />recommended to be eliminated and will handle enforcement <br />issues. <br /> <br /> Mr. Toscano stated that the flat fee appears more <br />bureaucratic and harder to administer. <br /> <br /> Mr. Hendrix stated that landfill tip fees, which are <br />currently $32 per ton, are expected to increase to $45 per <br />ton in July of 1992 and to $55 in July of 1993, which will <br />increase the City's cost substantially° <br /> <br /> Responding to a question from Ms. Waters, Ms. Mary <br />Ingels, Assistant Director of Public Works, stated that the <br />$45 per ton tip fees would raise a flat fee, with 100% of the <br />cost of solid waste included in the fee, by between $1 and <br />$1.25 per month. <br /> <br /> Ms. Waters proposed a system which would provide an <br />incentive to recycle and address the concern about peoples' <br />ability to pay a fee as follows: use bags and stickers to <br />cover the entire cost of residential and commercial curbside <br />trash collection and disposal~ provide a subsidy for those <br />meeting a needs test; and maintain the current tax rate <br />which would cover the cost of the recycling program, leaf <br />collection, the subsidy, and the large item pickup. <br /> <br /> <br />
