Edwards stated that he was leaning towards <br />maintaining the current tax rate as he felt that would <br />provide a more balanced system, adding that he did not want <br />the tax rate to fluctuate down and then up. <br /> <br /> Mr. Toscano proposed that the following question be put <br />to the public for the upcoming public hearing: would they <br />rather maintain the current tax ra~e, either for real estate <br />or personal property tax, or pay a higher fee? <br /> <br />~he ~djourned. <br />President <br /> <br />COUNCIL CHAMBER - December 16, 1991 <br /> <br /> Council met in regular session on this date with the <br />following-members present: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />minutes of the December 2nd meeting were unanimously approved <br />as corrected. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />minutes of the December 4th meeting were unanimously approved <br />as presented. <br /> <br />PUBLIC <br /> <br /> Mr. Roger Flint, representing the Pepsi Cola Bottling <br />Company, presented a petition signed by retailers, consumers <br />and restauranteurs opposing the bottle bill, and urged <br />Council to oppose the proposed bill for which support was <br />included in the CitY's legislative package as he felt it is <br />an unfair tax and would be costly to administer. Mr. Flint <br />recommended that the City instead support adoption of a <br />comprehensive solid waste program. <br /> <br /> Mr. Tom Hill of 1204 Rugby Road, requested that Council <br />respond to his recommendations regarding privatizing <br />management of the gas division and lOwering gas rates. <br /> <br /> Ms. Slaughter noted that Council annually holds a public <br />hearing and work session to discuss the gas rates and will be <br />doing so-again in the spring. <br /> <br /> Mr. Toscano pointed out that representatives of the <br />Finance Department haVe met extensively with Mr. Hill and <br />that while the cost of new gas lines in the County is spread <br />out to City customers, the cost of reconstruction in the City <br />is also paid for by County customers. <br /> <br /> Rev. Edwards stated that he would respond in writing to <br />Mr. Hill. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Ms. Slaughter, Ms. Helen Poore was <br />unanimously reappointed to a three-year term on the JAUNT <br />Board. This term will expire on October 1, 1994. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Vandever, <br />Ms. Kay Frazier was unanimously appointed to a three-year <br />term on the Retirement Commission. This term will expire on <br />June 30, 1994. <br /> <br /> <br />
