Edwards stated that he was leaning towards maintaining the current tax rate as he felt that would provide a more balanced system, adding that he did not want the tax rate to fluctuate down and then up. Mr. Toscano proposed that the following question be put to the public for the upcoming public hearing: would they rather maintain the current tax ra~e, either for real estate or personal property tax, or pay a higher fee? ~he ~djourned. President COUNCIL CHAMBER - December 16, 1991 Council met in regular session on this date with the following-members present: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. MINUTES On motion by Ms. Waters, seconded by Mr. Toscano, the minutes of the December 2nd meeting were unanimously approved as corrected. On motion by Ms. Waters, seconded by Ms. Slaughter, the minutes of the December 4th meeting were unanimously approved as presented. PUBLIC Mr. Roger Flint, representing the Pepsi Cola Bottling Company, presented a petition signed by retailers, consumers and restauranteurs opposing the bottle bill, and urged Council to oppose the proposed bill for which support was included in the CitY's legislative package as he felt it is an unfair tax and would be costly to administer. Mr. Flint recommended that the City instead support adoption of a comprehensive solid waste program. Mr. Tom Hill of 1204 Rugby Road, requested that Council respond to his recommendations regarding privatizing management of the gas division and lOwering gas rates. Ms. Slaughter noted that Council annually holds a public hearing and work session to discuss the gas rates and will be doing so-again in the spring. Mr. Toscano pointed out that representatives of the Finance Department haVe met extensively with Mr. Hill and that while the cost of new gas lines in the County is spread out to City customers, the cost of reconstruction in the City is also paid for by County customers. Rev. Edwards stated that he would respond in writing to Mr. Hill. APPOINTMENTS: BOARDS AND COMMISSIONS On motion by Ms. Slaughter, Ms. Helen Poore was unanimously reappointed to a three-year term on the JAUNT Board. This term will expire on October 1, 1994. On motion by Mr. Toscano, seconded by Mr. Vandever, Ms. Kay Frazier was unanimously appointed to a three-year term on the Retirement Commission. This term will expire on June 30, 1994.
