48 <br /> <br /> Ms. Slaughter stated that she thought the West Main <br />Street study was restricted to studying the possibility of a <br />residential college or other high density residential but Ms. <br />Waters noted that the study was not restricted to considering <br />only these possibilities. <br /> <br /> Mr. Toscano recommended that the City Manager discuss <br />with UniVersity of virginia officials the fact that the <br />Council is concerned that there is a perception that the City <br />endorses the idea of a sports arena downtown. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, <br />Council unanimously voted to meet in executive session to <br />discuss appointments to boards and commissions as authorized <br />by Section 2.1-344(a)(1) of the Virginia Freedom of <br />Information Act. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />Council unanimously certified that, to the best of each <br />member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were <br />discussed in the executive meeting to which this <br />certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening <br />the executive meeting were heard, discussed or considered by <br />the Council. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, Mr. <br />William Kehoe was unanimously appointed to a three-year term <br />as the joint City/County appointee on the <br />Charlottesville/Albemarle Airport Commission and the <br />Charlottesville/Albemarle Airport Authority. Edwards, Ms. Slaughter, Mr. Toscano, <br />Ms. Waters. Absent: Mr. Vandever. <br /> <br /> Mr. Van Yahres stated that he would resubmit a bill <br />which would provide 5% of lottery revenues to localities for <br />education and transportation, felt that initially the <br />Governor will have to address the disparity in education <br />issue, but noted that the issue remains about where to find <br />the funds. <br /> <br /> Mr. Robb stated that he was more inclined to support the <br />bill providing lottery funds to localities if he was assured <br />it would go for education and felt the disparity issues <br />needed to be addressed by providing new funding formulas. <br /> <br /> <br />
