51 <br /> <br /> Mr. Toscano requested that Mr. Hill provide Council with <br />copies of the charts he has used. <br /> <br /> ResPonding to a question from Mr. Toscano, Mr. Hill <br />acknowledged that NUI only manages systems that they own. <br /> <br /> Ms. Priscilla Whiting stated that she was representing <br />the NAACP and was speaking on behalf of black senior citizens. <br />Ms. Whiting stated that it was her understanding that the City <br />planned to remodel Carver Recreation Center which would eliminate <br />existing youth programs and recommended that the senior lunch <br />program be moved to the old McIntire Library instead. <br /> <br /> Rev. Edwards noted that a committee has been established <br />to study future uses for the old McIntire Library and stated <br />that he would pass Ms. Whiting's concern on to the committee. <br /> <br /> Mr. Hendrix explained that staff are exploring making <br />some small changes at Carver and could require moving the pool <br />tables if approved. <br /> <br /> Ms. Mag Bryant of 403 12th Street, N.E. encouraged <br />Council to listen to Mr. Hill and stated that she felt the <br />City should bid out management of the gas system to see if it <br />can be managed cheaper. <br /> <br /> Ms. Hazel Marshall of 823 Monticello Avenue, stated that <br />she is on a fixed income and supported Mr. Hill's efforts to <br />lower the gas rates. <br /> <br /> Dr. E. G. Hall of 402 8th Street, N.W., stated that he <br />supported the senior lunch program moving to the old McIntire <br />Library due to the health situation at Carver. <br /> <br />REQUEST: JOINT SECURITY COMPLEX - USE OF SURPLUS REVENUES FOR <br />STAFF BONUSES <br /> <br /> Mr. Gene Spratt, explained that the jail employees are <br />on the State's payroll and have received no pay increases <br />since mid 1990 and no pay raises are anticipated until 1994. <br />Mr. Spratt stated that the jail received $218,000 for housing <br />federal prisoners, $192,000 of which was surplus revenue for <br />the previous year. Mr. Spratt requested that a portion of <br />the surplus be returned to the jail to be used for $500 <br />bonuses for full-time staff and $250 bonuses for part-time <br />staff. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Spratt <br />stated that he was requested bonuses for 67 full-time and two <br />part-time employees. <br /> <br /> Responding to a question from Mr. Vandever, Mr. Spratt <br />stated that the average salary for jail employees is $22,000, <br />with insurances costs being between $260 and $270 a month for <br />employees. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Spratt <br />stated that 35% of all jail employees and 50% of the <br />supervisors are black. <br /> <br /> Responding to a question from Ms. Waters, Mr. Spratt <br />stated that the State Compensation Board sets salaries and <br />the last salary increase was July 1, 1990. <br /> <br /> Mr. Toscano questioned whether it was a good idea to <br />hoUse federal prisoners since he understood there was <br />overcrowding at the jail and since it would put additional <br />stress on employees. <br /> <br /> Mr. Spratt stated that federal prisoners can be removed <br />within 24 hours if necessary and stressed that the jail's <br />first mission is to serve the localities. <br /> <br /> <br />
