60 Mr. Dunbar agreed that the two types of events have not been treated differently and both have received the free rehearsal time. Mr. John Pezzoli, School Board Member, stated that he had been a member of the committee looking into the subsidy for use of the Performing Arts Center and the original aim had been to subsidize the arts. Mr. Pezzoli continued that the committee had never specifically discussed using the subsidy as a way for non-profit groups to raise funds. Mr. Pezzoli stated that the arts groups had felt that the local market would not bear the cost of the tickets if the full charge were made. Mr. Vandever stated that when the Independence Resource Center had used the Performing Arts Center he thought the hourly rate was too low and could be doubled or tripled without having a seriously impact on groups. Mr. Dennis Deluisa, Theatre Manager, stated that most arts groups make no profit. Mr. Deluisa stated that 25% of available dates for the Center were used by the public and 20% were used by students in the previous year. Mr. Dunbar explained that profit groups are now allowed to use the Center at a rate of $110 per hour when it is available and this decision was made in order to help provide funds for equipment replacement in the Center as the need arises. Mr. Vandever recommended that the Council discuss the objective in having the Performing Arts Center and either reconfirm the policy or make adjustments. Mr. Hendrix explained'that the auditorium was left off when Charlottesville High School was built and community groups encouraged the auditorium to be designed for community use as well as school use. The Council agreed to provide additional funding and designed the Performing Arts Center in conjunction with the School Board. Ms. Slaughter stated that she agreed with the original purpose of using the Center to encourage arts groups, but was not sure whether it should be used as a way to subsidize all non-profit groups. The following alternatives were mentioned: setting a ceiling on the amount of funds raised by a non-profit group which uses the Center; reduce the number of subsidized rehearsal hours; restrict the subsidize to rehearsal rather than set up time; and restrict the subsidy to City groups. Edwards. MINUTES On motion by Ms. Waters, seconded by Ms. Slaughter, the minutes of the December 30th meeting were approved as presented, with Mr. Vandever abstaining. On motion by Mr. Toscano, seconded by Ms. Waters, the minutes of the January 6th meeting were approved as amended by Mr. Toscano.
