Edwards, Ms. Slaughter, Mr. <br />Vandever, Ms. Waters. Absent: Mr.~ Toscano. <br /> <br /> Ms. Slaughter expressed concern that drainage <br />improvements at the University of Virginia Hospital had been <br />postponed. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that the University has committed to completing the <br />drainage improvements in conjunction with its next project <br />which should occur in the next two to three years. <br /> <br /> Mr. Bruce McNabb, Assistant Director of Public Works, <br />stated that all major discretionary city-wide drainage <br />projects have been completed and policy direction is needed <br />for other projects. <br /> <br /> After discussion, Council agreed upon the following <br />issues. <br /> <br /> 1. A study of the Moore's Creek basin will be done in <br />conjunction with Albemarle County, at a total cost of <br />$50,000. <br /> <br /> 2. Citizen input should be actively sought for <br />ident:ification of drainage problems. <br /> <br /> 3. The current evaluation criteria should be kept. <br /> <br /> 4. Owners of property must qualify for low and moderate <br />income aspects of the program. <br /> <br /> 5. Special assessment districts should be recommended <br />in areas where approximately 75% but not 100% of property <br />owners agree to participate in the cost of drainage <br />improvements. <br /> <br /> 6. Property owners who receive no benefits from <br />drainage projects should not be required to participate <br />financially in the cost of the project. <br /> <br /> 7. A total of 33% of city wide drainage funding should <br />be designated for "urgent" or "special" projects. <br /> <br /> 8. Delay undertaking a comprehensive feasibility study <br />for a storm water utility until regulations are adopted. <br /> <br /> 9. Where necessary, funds for drainage projects in the <br />capital budget may be used for temporary employment of <br />engineers or contracting out engineering costs. <br /> <br /> 10. Use the following process/schedule: May - Citizen <br />Input; June-August - Staff Analysis/Evaluation/Recommendation <br />Analysis/Evaluation/Recommendation; September- Planning <br />Commission Review; October - City Council Approval of <br />Program; November/January - Engineering Design; February - <br />Bid Projects; March - Construction. ~ <br /> <br /> <br />
