Edwards, <br />Ms. Slaughter, Mr. Toscano, Mr. Vandever Absent: Ms <br />Waters. ' - <br /> <br />~e m~adjourned. <br />President <br /> <br />COUNCIL CHAMBER - March 16, 1992 <br /> <br /> Council met in regular session on this date with the <br />following members present: Rev. Edwards Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters (arrived late). <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, Mr. <br />Louie Chapman was appointed Acting Clerk. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, the <br />minutes of the March 2nd meeting were approved as presented <br />with Ms. Waters absent for the vote. <br /> <br />PUBLIC <br /> <br /> Ms. Pat Keats, 421 Key West Drive, raised questions <br />about the legality of the proposed ordinance imposing <br />penalties on property owners for repeated code violations of <br />tenants. Ms. Keats stated that if the ordinance is adopted, <br />the City should notify the property owner after every <br />violation. Ms. Keats also pointed out that the eviction <br />process is very difficult. <br /> <br /> Mr. Eugene Williams, General Manager of Dogwood Housing <br />Limited Partnership, stated that he supported the spirit of <br />the proposed ordinance imposing penalties on property owners, <br />but hoped that the City would do its part in cleaning up <br />blighted neighborhoods and would create a working partnership <br />with home owners and tenants. <br /> <br /> Mr. Phil Wiley, 304 Montebello Circle, requested that <br />the City enforce requirements for removing and storing trash. <br /> <br /> Mr. Hendrix stated that the City has some difficulty in <br />determining who is responsible for trash in apartment houses <br />but explained that a sanitation inspector is being hired who <br />will provide additional enforcement. Mr. Hendrix <br />acknowledged that problems exist and stated that staff are <br />attempting to address them. <br /> <br /> Mr. Lionel Key, 2353 Price Avenue, opposed the ordinance <br />which would impose penalties on property owners for repeated <br />violations of tenants. <br /> <br /> <br />
