106 <br /> <br /> Mso Carol Pfeiffer, Vice President of the Shelter for <br />Help in Emergency (SHE) Board, explained that SHE provides <br />residency for victims of domestic violence as well as <br />outreach, educational activities, court advocacy and <br />networking with counselors and other service providers. <br /> <br /> Responding to a question from Ms. Slaughter, Ms. <br />Pfeiffer stated that funding is being requested for an <br />additional position to allow the shelter manager to better <br />handle emergencies and hotline calls. <br /> <br /> Councilors recommended that SHE's budget be changed in <br />future years to better reflect fund raising projections. <br /> <br /> Mr. Ken Ackerman of the Monticello Area Community Action <br />Agency (MACAA) reviewed the programs offered by the agency. <br />Mr. Ackerman explained that United Way funds have been <br />reduced and additional funds'are needed for salaries and <br />Project Discovery. Mr. Ackerman stated that state funding <br />for the housing counseling program have been reduced by <br />$7,000. <br /> <br /> Mr. Rory Carpenter, Director of the Charlottesville- <br />Albemarle Children and Youth (CACY) Commission, stated that a <br />formal presentation will be made to Council in April, but <br />noted that the Commission's first objective had been to <br />establish an interagency youth council with the goal of <br />providing a coordination umbrella. Mr. Carpenter stated that <br />the City's share of funding the Commission is $16,000 and the <br />operating expenses are slightly higher than originally <br />anticipated since an employee was hired from within the City <br />at a higher salary than anticipated. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Carpenter <br />stated that he felt the establishment of the interagency <br />council had led to better service delivery and encouraged <br />discussion of possibilities for consolidation of agencies. <br /> <br /> Ms. Cindy Stratton, Chair of the CACY Commission, stated <br />that she felt the r~lationship between the Social Development <br />Commission and the CACY Commission was still in an infancy <br />stage and she hoped to be able to refine the process of <br />evaluation agencies. <br /> <br /> Ms. Annette Grimm, Executive Director of the Sexual <br />Assault Resource Agency (SARA), stated that SARA provides <br />crisis intervention, support groups, education programs, and <br />has conducted a pilot project (CAP) in Venable School with a <br />goal of preventing child sexual abuse. <br /> <br /> Ms. Waters requested that Ms. Grimm provide the cost of <br />providing the CAP program to kindergarten and first grade <br />classes in all city schools. <br /> <br /> Mr. David Brown, member of the Offender Aid and <br />Restoration (OAR) Board, requested that the City match the <br />increase proposed by Albemarle County which will be used to <br />increase salaries. <br /> <br /> Ms. Waters stated that she felt salary issues among <br />agencies should be addresses collectively. <br /> <br /> Responding to a question from Mr. Toscano, Ms. Pat <br />Smith, Director of OAR~ stated that OAR has joined United <br />Way's health insurance program. <br /> <br />Ms. Kat McGuire, Executive Director, and Ms. Kate <br />Andrews, Assistant Director of Piedmont Council of the Arts <br />(PCA), explained that PCA is a community service agency which <br />provides advocacy, community outreach and service to arts <br />members. Ms. McGuire stated that PCA hopes to work with the <br />city schools to further develop arts programs. <br /> <br /> <br />
