107 <br /> <br /> Ms. Waters stated that she thought the schools had an <br />active arts program and Ms. McGuire replied that the arts <br />program is not well integrated in the curriculum and drama <br />and dance are not well represented. <br /> <br /> Responding to a question from Mr. Vandever about the <br />appropriate role for government in funding an agency such as <br />PCA, Ms. McGuire stated that she felt government should be in <br />partnership with local arts agencies since they act as <br />ambassadors for and attract people to the community. Ms. <br />Andrews stated that if the City did not provide funding she <br />felt the City's role should be one of advocacy for the arts <br />and to provide help in soliciting business support. <br /> <br /> Ms. Connie Porter, Director of Literacy Volunteers, <br />explained that the agency provides one to one tutoring <br />services and currently has 85 persons in the program. Ms. <br />Porter stated that state and federal funds will be reducing <br />and Literacy Volunteers will look to more local funding. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Waters, <br />Council unanimously voted to meet in executive session to <br />discuss personnel matters as exempted by Section <br />2.1-344(a)(1) of the Virginia Freedom of Information Act, <br />more specifically described as appointments to boards and <br />commissions. <br /> <br /> Council reconvened in open session and, on motion by Mr. <br />Toscano, seconded by Ms. Slaughter, unanimously certificated <br />that, to the best of eaCh member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business mattes as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br />APPOINTMENTS: WEST MAIN STREET TASK FORCE <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Waters, the <br />following persons were unanimously appointed to the West <br />Main Street Task Force: David Toscano, Kay Slaughter, Blake <br />Hurt, Patricia Edwards, Edward R.
