121 <br /> <br />COUNCIL CHAMBER - April 20, 1992 <br /> <br /> Council met in regular session on this date with the <br />following members present: Ms. Slaughter, Mr. Toscano,'Mr. <br />Vandever, Ms. Waters. Absent: Rev. Edwards. <br /> <br />MINUTES <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />minutes of the March 19th meeting were unanimously aPproved <br />as presented. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, the <br />minutes of the March 24th meeting were unanimously approved <br />as corrected. <br /> <br />PUBLIC <br /> <br /> Mr. Lester Hansfield, member of the Jefferson Area Board <br />for Aging, stated that a march on City Hall by participants <br />in the Carver nutrition program had been postponed to give <br />Council an opportunity to make a public commitment to a <br />downtown senior center and to identify options for other <br />locations for the program. <br /> <br /> Mr. Toscano stated that he feels the McIntire Library <br />committee's report had been thorough and had responded to the <br />charge given by Council and he will give the committee's <br />recommendations strong weight. Mr. Toscano stated that he <br />feels the current situation at Carver is inadequate for the <br />senior nutrition program and that a site should be found for <br />both the nutrition program and perhaps other community uses <br />which might be a different site or might be a renovation of <br />Carver. Mr. Toscano added that he was not interested in <br />forcing people to attend the Senior Center on Route 29 north <br />but noted that the City does not have unlimited resources and <br />may need help from the private sector in providing an <br />alternate or renovated site. <br /> <br /> Ms. Slaughter stated that when the study of the McIntire <br />Library building was undertaken Council had committed to <br />looking at both the best use of the McIntire Building and an <br />appropriate location for the senior nutrition program and <br />felt this was the~approach Council continued to be taking. <br /> <br /> Ms. Waters concurred with both Mr. Toscano and Ms. <br />Slaughter's comments and added that she felt Council has been <br />committed to helping find an appropriate site the nutrition <br />program. <br /> <br /> Mr. Vandever stated that he would prefer not to decide <br />the fate of the McIntire Library building until the City has <br />dealt with the nutrition center site and questioned where <br />staff were in the process with regard to having cost <br />estimates for renovating Carver or identifying alternative <br />sites. <br /> <br /> Mr. Gary O'Connell stated that staff are looking at <br />cost estimates for renovation of Carver, programming impacts <br />at Carver, and alternate sites in the downtown area and <br />should have a report to Council by mid-May. <br /> <br /> Mr. Harry Cook, volunteer firefighter, requested that <br />the City provide a personal property tax exemption for <br />one automobile for fire and rescue personnel who provide more <br />than 100 hours of service. Mr. Cook stated that Albemarle <br />County has approved the exemption. <br /> <br /> Ms. Slaughter recommended that the matter be put on <br />Council's next agenda for reconsideration. <br /> <br /> Rev.
