Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, <br />Council voted to meet in executive session to discuss <br />personnel matters (appointments to boards and commissions) as <br />exempted by Section 2.1-344(a)(1 of the Virginia Freedom of <br />Information Act, with Mr. Toscano and Mr. Vandever absent for <br />the vote. <br /> <br />COUNCIL CHAMBER - June 15, 1992 <br /> <br /> Council reconvened in regular session with the following <br />members present: Rev. Edwards, Ms. Slaughter, Mr. Toscano, <br />Mr. Vandever, Ms. Waters. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Waters, <br />Council unanimously certified that, to the best of each <br />member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were <br />discussed in the executive meeting to which this <br />certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion Convening <br />the executive meeting were heard, discussed or considered by <br />the Council. <br /> <br />RESOLUTION: HONORING OUTGOING COUNCILOR ELIZABETH WATERS <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Toscano, <br />Council unanimously approved a resolution honoring outgoing <br />Council Member Elizabeth Waters. <br /> <br /> Ms. Waters thanked staff, Council, and her family for <br />their help and encouragement during her four years on <br />Council. <br /> <br /> WHEREAS, Elizabeth "Bitsy" Waters has served on the <br />Charlottesville City Council from 1988 to 1992 and as Mayor <br />from 1988 to 1990; and <br /> <br />WHEREAS, Bitsy chose not to seek re-election; and <br /> <br /> WHEREAS, during her years on Council, Bitsy has <br />contributed a commitment to excellence in the Charlottesville <br />Schools, support for the performing and visual arts, a <br />balanced view of the rights of individuals versus the needs <br />of the community~ and a strong sense of caring for all <br />citizens~ and <br /> <br /> WHEREAS, Bitsy has earned a reputation statewide as a <br />highly respected planner, mediator, and speaker; and <br /> <br /> WHEREAS, Bitsy worked hard, both through the Planning <br />and Coordinating Council and behind the scenes, to improve <br />relations between the City and University of Virginia; <br /> <br />WHEREAS, Bitsy always represented the City with grace <br /> <br /> <br />
