Absent: Rev. Edwards. <br /> <br />PUBLIC HEARING: CONVEYING PROPERTY ON SHAMROCK ROAD TO <br />CHARLOTTESVILLE HOUSING FOUNDATION <br /> <br /> Mr. Craig Brown, Deputy City Attorney, explained that <br />the issue before Council was whether to grant the <br />Charlottesville Housing ~Foundation an option to purchase <br />property on. Shamrock Road for the purpose of constructing a <br />group home for six persons with HIV or AIDS on one lot and <br />constructing a duplex for sale to low-moderate income families <br />on the second lot. Mr. Brown recommended that Council <br />consider options for the group home and duplex separately and <br />take up the group home option only at this time due to the <br />grant deadline of July 1st. Mr. Brown explained that the <br />option proposed for the group home site be granted on two <br />conditions: 1) that financing is obtained and 2) that the <br />Aids Support Group apply for and receive a special use permit <br />from the City. Mr. Brown further explained that the special <br />use permit would require that the applicant complete the <br />necessary applications and site plan which must meet physical <br />conditions of the City Code and that the Planning Commission <br />and~Council hold a joint public hearing, after which the <br />Planning Commission would make a recommendation to Council <br />based on whether the proposal conforms to the Comprehensive <br />Plan and the impact on the neighborhood, with a final <br />decision made by the Council. <br /> <br /> Mr. Forrest Kerns, Executive Director of the <br />Charlottesville Housing Foundation (CHF), explained that the <br />Aids Support Group (ASG) had approached CHF to request <br />assistance in finding a location for a group home for persons <br />with HIV or AIDS and the property on Shamrock Road was felt <br />to be the best of those available. <br /> <br /> Ms. Nancy Long, architect for the project, reviewed the <br />proposed plan for the construction of the group home, noting <br />that most trees on the property would be preserved and the <br />concerns expressed by the neighbors regarding storm water <br />drainage would be further pursued. <br /> <br /> <br />
