Edwards, seconded by Ms. Slaughter, unanimously <br />certified that~ to the best of e~ch member's knowledge, (i) <br />only public business matters lawfully exempted from open <br />meeting requirements by Virginia law were discussed in the <br />executive meeting to which this ~ertification resolution <br />applies, and (ii) only such public business matters as were <br />identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br /> . Absent: Rev. Edwards. <br /> <br />MINUTES <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the <br />minutes of the July 20th meeting were unanimously approved as <br />presented. <br /> <br />PUBLIC <br /> <br /> Mr. Rudy Beverly, spokesper~on for the Corner Merchants <br />Association, expressed concern aDout the elimination of the <br />left turn lane into the parking lot off University Avenue and <br />requested that the City take responsibility for replacing the <br />lane in December, January or next summer. <br /> <br /> Mr. Hendrix stated that it will cost $85,000 to $87,000 <br />to put the left turn lane in and recommended that other <br />measures be taken to facilitate traffic such as signage and <br />if these measures do not work th~n he felt remedial action <br />and adjustments should be made depending upon what the <br />situation is found to be. <br /> <br /> Ms. Slaughter expressed concern that the designer may <br />have left the turn lane out of the project. <br /> <br /> Mr. Chris Farina, owner of the Corner parking lot, <br />stated that a study of the traffic should have been done <br />earlier and the traffic flow was not considered in the plan. <br />Mr. Farina added that the elimination of the turn lane was <br />not brought to the merchants' attention and he hoped the City <br />would correct the mistake. <br /> <br /> Mr. Toscano stated that he would like to know who <br />eliminated the turn lane and why and when it was eliminated. <br /> <br /> Ms. Daugherty stated that University Avenue is a very <br />important traffic corridor and she would like to know how the <br />existing situation occurred. <br /> <br /> <br />
