215 <br /> <br />COUNCIL CHAMBER - October 5, 1992 <br /> <br /> Council met in regular session On this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PUBLIC <br /> <br /> Mr. Tommy Brannock requested that Council endorse having <br />Halloween observed on Friday, October 30 due to the <br />University of Virginia football game and resulting traffic on <br />October 31st. Mr. Brannock stated that Fashion Square Mall, <br />the Department of Parks~ and Recreation, Jaycees, the <br />Charlottesville Downtown Foundation and several neighborhood <br />associations have endorsed the change. <br /> <br /> Ms. Daugherty stated that she was-skeptical about the <br />idea of Council endorsing changing the date Halloween is <br />observed since it has always been observed on the 31st. <br /> <br /> Mr. Clyde GOuldman, City Attorney, noted that the City <br />Code includes a section allowing trick or treating on <br />Halloweenlonly. <br /> <br /> Ms. Slaughter stated that she did not think City <br />government should be involved in changing a holiday, but <br />could make it permissible to trick or treat on a different <br />night. <br /> <br /> Mr. Toscano stated that he felt observing Halloween on <br />Friday night instead of Saturday could be done by <br />neighborhoods should they choose to do so without Council <br />intervention. <br /> <br /> Council took no action on the request to endorse <br />changing the observance of Halloween. <br /> <br /> ' Mr. Tom Hill of Rugby Road, stated that he thinks gas <br />prices will be increasing during the winter heating months <br />and expressed concern that the City is charging too much for <br />gas and is losing money. <br /> <br /> Mr. Jack Wilson, 317 Monte Vista Avenue, Vice President <br />of the Frys Spring Neighborhood Association requested that <br />Council take action on the previous request made by the <br />neighborhood association that a long range plan for dealing <br />with AIDS be developed for the community. <br /> <br /> Ms. Slaughter stated that Council had discussed the <br />matter at its annual retreat and felt that the matter should <br />be dealt with on a regional basis. <br /> <br /> Ms. Daugherty added that the long term care committee of <br />the Thomas Jefferson Planning District was felt to be an <br />appropriate group to discuss the issue. <br /> <br /> Mr. Hendrix stated that it might take up to two months <br />to be able to make a response to the request. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />the following consent agenda items were unanimously approved: <br /> <br />ao Minutes of September 1, 9 and 21 <br /> <br />be <br /> <br />APPROPRIATION: $19,727 - Foster Care Developmental <br />Disabilities Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $19,727.00, to be <br />received as a grant from the Virginia Department of Social <br />Services, is hereby appropriated to expenditure account <br /> <br /> <br />
