227 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, <br />November 23, 1992 AT 12:00 noon IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY ~Je.a~nne~ C. ox ~(~signed) <br /> <br />BASEMENT CONFERENCE ROOM - November 23, 1992 <br /> <br /> Council met in special session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Vandever. Absent: Mr. Toscano. <br /> <br /> Mr. Rauzelle Smith, Chairman of the School Board, <br />presented five examples of pay plan proposals being discussed <br />by the School Board and noted that schools within a 100-mile <br />radius had been surveyed. <br /> <br /> Dr. Robert Bloodgood, School Board member, asked about <br />the definition of "competitive" salaries and Mr. Herb <br />Cottrill, Assistant Superintendent of Schools, replied that <br />"competitive" salary had been defined as reaching the maximum <br />salary of any school within the 100-mile radius. <br /> <br /> Ms. Slaughter asked why the Charlottesville Schools were <br />behind in salaries when they received among the highest <br />amount of local tax dollars in the state and Dr. Joseph <br />McGeehan, Superintendent of Schools, replied that the <br />Charlottesville Schools have one of the lowest class sizes in <br />the state and significantly more teaching assistants. <br /> <br /> Dr. Bloodgood expressed concern about the definition of <br />"competitive," noting that he felt it would be better to <br />compare where Charlottesville salaries are in comparison to <br />the average salaries of schools in the surrounding area. <br /> <br /> Councilors requested a complete list of budget issues <br />under discussion by the School Board. <br /> <br /> Responding to a question from Ms. Slaughter, Dr. <br />McGeehan stated that discussions had previously taken place <br />regarding the possibility of the City joining the County in <br />operating the Murray School but the issues could be explored <br />again. <br /> <br /> Responding to a question from Ms. Daugherty, Ms. Artie <br />Dimberg, from the School administration, stated that a <br />maximum of 60 students participate in the four-year old <br />program and she would provide further information on a <br />possible waiting list. <br /> <br /> Ms. Slaughter requested information on the number of <br />children served by ~CAA's Headstart program. <br /> <br /> T~~ourned. <br />Preside%~% ~- <br /> <br /> <br />
