Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, <br />Council voted to meet in executive session to discuss <br />personnel matters as exempted by Section 2.1-344(a)(1) of the <br />Virginia Freedom of Information Act, more specifically <br />described as appointments to boards and commissions. <br /> <br />COUNCIL CHAMBER - MARCH 15, 1993 <br /> <br /> Council reconvened in open session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter~ Mr. Toscano, Mr. Vandever. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, <br />CoUncil unanimously voted to certify that, to the best of <br />each member's knowledge (i) only public business matters <br />lawfully exempted from open meeting requirements by Virginia <br />law were discussed in the executive meeting to which this <br />certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening <br />the executive meeting were heard, discussed or considered by <br />the Council. <br /> <br />PUBLIC ~ <br /> <br /> Mr. Jack Wilson of 317 Monte Vista Avenue, requested <br /> Council's help in stopping advertising supplements from the <br /> Daily Progress from being thrown in private yards as he felt <br /> the practice violates the City's ordinance. <br /> <br /> Mr. Clyde Gouldman, City Attorney, stated that he has <br /> written to the Daily Progress and he was told by their <br /> representative that any person who does not want to have the <br /> supplement may call and have them stopped and if they <br /> continue to be delivered then a case could be made that the <br /> City's ordinance is being violated. <br /> <br /> Ms. Slaughter asked that Council be informed about the <br />City's littering laws and noted that some localities have <br />been suCcessful in restricting unwanted infOrmation. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Rev.
