Slaughter stated that she felt the pay plan was creative and generally very good and felt it was more important to focus on what people are doing rather than their titles. Council discussed the criteria for moving employees into the 15% at the top of the A plan which would include master fire and police designations which was proposed to be developed for implementation in FY 94/95. Mr. Vandever stated that he had a basic reservation about instituting the pay for performance plan without other components of the plan having been developed. Rev. Edwards stated that he felt it might be easier to do an across the board increase for next year. On motion by Rev. Edwards, seconded by Ms. Slaughter, Council unanimously voted to meet in executive session to discuss personnel matters and the acquisition or use of real property for public purpose, or the disposition of publicly held property, as authorized by Section 2.1-344(a)(1) and (3) of the Virginia Freedom of Information Act, more specifically described as appointments to boards and commissions and property on Dice Street. Council reconvened in open session and, on motion by Ms. Slaughter, seconded by Rev. Edwards, unanimously certified that, to the best of each member's knowledge, (i) only public business matters lawfully discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business mattes as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council.
