Absent: Mr. Cox. <br /> <br />PUBLIC <br /> <br /> Mr. Robert D. Brough, 235 Terrell Road West, asked Council to direct staff to <br />reinstate the policy of notifying customers immediately when a water meter reading shows an <br />unusually high increase in water usage. Mr. Brough said he feels the Library Board has failed <br />in many respects, referring to gutter work done at the Gordon Avenue library on the basis of <br />it being an historic building when it is not, and their use of consultants for personnel work <br />they should have done. Mr. Brough said the Board is wasting money and not serving the <br />community. <br /> <br /> Mr. Brian Jablonski, E. Rio Road, said he hopes there will be continued support of the <br />Ivy Landfill, noting that it is not in the community's interest to close it in the near future. Mr. <br />Jablonski said that the longer the facility remains open, the longer Rivanna Solid Waste <br />Authority will be responsible for the environmental cleanup there. Mr. Jablonski said he feels <br />the larger issue is will our community be responsible for its own waste or will we send it to <br />communities that cannot afford to fight such actions. Mr. Jablonski suggested that the <br />community commit to further reduce waste and to make improvements to the landfill. <br /> <br /> Ms. Daugherty congratulated the Charlottesville High School Wrestling Team for <br />winning their recent match. <br /> <br />PRESENTATION: COMMISSIONER OF REVENUE'S OFFICE <br /> <br /> Ms. Slaughter presented a "Class Act" award to Mr. Lee Richards, Commissioner of <br />Revenue's Office, for his office's receipt of the Virginia Commissioners of the Revenue <br />Association's 1996 President's Award in recognition of the Charlottesville office as the top <br />revenue office in Virginia for 1996 and for their successful efforts in reinventing government, <br />customer service, and innovative programs in teamwork and technology. <br /> <br />PUBLIC HEARING: WEST MAIN STREET TRANSPORTATION PLAZA <br /> <br /> Mr. O'Connell explained that staff have identified a potential site on West Main Street <br />for a transportation plaza. <br /> <br /> Ms. Judith Mueller, Director of Public Works, said that the City has received a $1.5 <br />million state and federal grant for architectural work for a bus transfer center. The current <br />transfer locations on Water and Market Streets create congestion and are not safe <br />environments for bus riders. The proposed location for the transportation plaza, next to the <br />Union Station on West Main Street, is recommended, and initial plans call for new parking, a <br />police substation, and home base for the Mounted Patrol in addition to the transfer station for <br /> <br /> <br />
