243 <br /> <br /> Mr. Clyde Gouldman, City Attorney, explained that he has had preliminary discussions <br />with firms that conduct studies of voting districts, but the task needs to be defined before an <br />estimate of the cost can be determined. Mr. Gouldman said that a study could cost between <br />$10,000 and $30,000 depending on the charge. <br /> <br /> Mr. Cox said that he feds City representation may be a make or break situation for <br />reversion, and suggested that best and worst-case scenarios be provided. <br /> <br /> Mr. Toscano expressed concern about conducting a study of voting districts since the <br />Board of Supervisors would make the decision about voting districts after a decision was <br />made by the City Council to revert. <br /> <br /> Ms. Slaughter said she thinks that Charlottesville citizens would be able to influence the <br />Board's decision regarding the voting districts and that it would be valuable to see how the <br />districts could be drawn. <br /> <br /> It was agreed that Councilors would provide ideas about parameters of a study of <br />voting districts to Mr. Gouldman and the issue would be discussed at the February 7th <br />meeting. <br /> <br />Council discussed educational efforts regarding reversion. <br /> <br /> Mr. Cox recommended that members of public housing be offered a reversion <br />presentation by Councilors. <br /> <br /> It was agreed that a new video featuring the reversion presentation will be developed <br />for broadcast on cable television and to circulate as appropriate. <br /> <br /> It was agreed that a voice mailbox for citizens to call with questions or comments about <br />reversion will be established beginning February 1 st and Councilors will rotate responsibility <br />for listening to and responding to callers. <br /> <br /> A draR of "City Notes" was circulated which contained information on reversion and <br />opportunities for public involvement. <br /> <br /> A public hearing/call-in was scheduled for 7:30 to 8:00 p.m. on March 3rd on <br />reversion, and other public hearings/call-ins tentatively planned for April 21 (consolidation of <br />city/county services), May 5 (voting representation), and June 2 (school consolidation). <br /> <br /> It was agreed that the "Frequently Asked Questions Regarding ReverSion" will be put <br />on the City's webpage in addition to the reversion presentation. <br /> <br /> The proposal for a Blue Ribbon Commission on reversion and list of assumptions was <br />deferred to the next meeting. <br /> <br /> Ms. Richards and Mr. Cox expressed an interest in revisiting Council's policy of not <br />responding at a regularCouncil meeting to citizens who speak during "Matters by the Public." <br /> <br /> The meeting was adjourned. <br />P~e~ident 0 <br /> <br /> <br />
