Tosco.no. <br /> <br />PUBLIC <br /> <br /> Mr. Gary Westmoreland, representing the Vkginia Film Festival, invited Councilors to <br />attend the 10th annual festival, and noted that the downto.wn mall wi!! be the center of the <br />festival. <br /> <br /> Mr. Coy Barefoot of the Cvi!le Weekly, explained that the newspaper, in response to <br />the Mayor's recommendation that the West Main Street bridge be named, sponsored a <br />contest to name the bridge, and the following were the Cville Weekly~s top picks: Drewary <br />Brown, Rufus W. Holsinger, Rebecca McGinness, Starr Hi!l, and Pat..Mr. Barefoot said <br />those name have been forwarded to the Urban Design Committee for their consideration. <br /> <br /> Mr. Jim McGinniss of Rock Creek Road, said that a group called "Friends of Forest <br />Hills Park" has been fo_rmed to provide adult supervision in afterschoo! hours in the park. <br />Currently the program operates once a week and wi!! operate through November. When the <br />effort begins again in the spring, Mr. McGinzJss said he hopes that the number ofvo!unteers <br />will increase to allow the program to expand. <br /> <br /> Mr. Robert Summers, 6 ! 3 Davis Avenue, said that he took a photographic _history of <br />the rebuilding of the West Main Street bridge, and recommended that the bridge be named <br />a.~er Rufus Holsinger who had been hired years ago to take pictures of accidents at the <br />bridge. <br /> <br /> Mr. Robin Winset, 60!A Locust Avenue, applauded the efforts of Barbara Wright to <br />raise money to have the Lewis and Clark Statue cleaned, but he expressed concern that the <br />patina, a se!f-protecting layer for statues, will be removed by the process. Mr. Winset said he <br />feels the patina is what the artist intended to occur and he feels removing i! is something the <br />City will regret. Mr. Winset recommended that the funds be applied to other projects to <br />benefit the com_munity. <br /> <br /> Ms. Daugherty presented Council with a resolution opposing !e~slation to eliminate the <br />personal prope~y tax_ which she asked be put on the newt_ Council agenda. <br /> <br />REPORT: MEADOWCREEK PARKWAY <br /> <br /> Ms. Slaughter explained that she had asked that the Meadowcreek Parkway be placed <br />on the Council agenda in response to citizens' concerns that the federal law had been <br />circumvented. Ms. Slaughter said that tonight's discussion will focus on the environmental <br />documentation associated with the Parkway. Ms. Slaughter explained that the <br />Charlottesville-Albemarle Transpo~ation Study (CATS) will be considered by the <br /> <br /> <br />
